Project Field Officer

Position Summary:

A Project Field Officer provides essential support to a project, working with the Project Manager and other team members to achieve project success. The Officer  should provide support in   most aspects of the project, particularly those related to field activities.

 

Specific Duties and Responsibilities

  1. Lead in the development of community-based campaigns to promote project activities and community engagement activities.
  2. Participate in the development of project material and tools including hygiene promotion material, assessment tools, and monitoring and evaluation tools, as needed.
  3. Communicate and coordinate with grass-root groups (partners, volunteers, local committees) for the preparation and implementation of community engagement activities.
  4. Organize and facilitate meetings, workshops and trainings to help increase the capacity of implementing local-partners and volunteers in the planning, implementation, monitoring and evaluation of community engagement activities. 
  5. Closely monitor the implementation of partner activities from the design phase, to implementation and close out, to ensure the quality of implementation.
  6. Ensure that partner project objectives and targets are met according to the implementation work-plan.
  7. Identify problems and challenges facing project implementation in a timely manner, communicate these to Project Manager, and advise on corrective alternative actions.
  8. Carry out needs assessments that could advise on project expansion or new project development.
  9. Collect, validate and analyze monitoring data using internal and national databases (Activity Info), and act as M&E focal person for the project
  10. Support in project budget management.
  11. Follow up with field staff to submit relevant deliverables.
  12. Provide relevant project reporting.
  13. Assist in project report writing.
  14. Other tasks as  required by the Project.

Work Condition:

This position is based in Beirut with frequent visits to areas of operation in the field, specifically to Palestinian refugee camps in the South (El Buss camp) and in Beirut (Burj el Barajneh and Shatila camps).

Qualifications:

  1. A university degree in Political Sociology, Communication, Administration Studies or other relevant field.
  2. 3-4 years of experience in community assessments, mobilization and campaigning.
  3. 3-4 years of experience in program administration, operating procedures, oversight and monitoring.
  4. Familiar with budget management and tracking tools.
  5. Experience in program administration, operating procedures, oversight and monitoring.
  6. Sound experience in M&E.
  7. Ability to work with database applications.
  8. Knowledge of project funding procedures and guidelines.
