Role Summary
The Project Manager will provide strategic leadership and comprehensive management for the delivery of interventions aimed at strengthening Agri-food MSMEs. This role is responsible for the end-to-end project lifecycle, from planning and execution to monitoring, evaluation, and reporting. The Project Manager will ensure the successful implementation of MSME support programs in the Agri-food sector, utilizing innovative modalities such as revolving fund schemes, managing stakeholder relationships, mitigating risks, and achieving key performance indicators related to access to finance, business growth, and job creation. The ultimate goal is to ensure the project delivers sustainable impact on time, within scope, and on budget.
Key Responsibilities
1. Strategic Project Leadership & Planning:
- Develop and execute detailed project work plans, defining scope, timelines, milestones, resources, and budgets in alignment with program goals.
- Identify and proactively manage project risks and issues, developing and implementing effective mitigation strategies.
2. Projects Implementation & Oversight:
- Manage the day-to-day execution of all project activities, including revolving fund programs, capacity building, and market linkage initiatives.
- Supervise the project team and coordinate with technical specialists to ensure high-quality delivery of all components.
- Oversee project follow-up, tracking disbursements, repayments, and overall project impact against predefined targets.
3. Stakeholder Management & Partnership Development:
- Serve as the primary point of contact and build strong relationships with key stakeholders, including financial institutions identified by Anera, partner organizations, government entities, and MSME beneficiaries.
- Lead coordination efforts between borrowers, lenders, and program management to ensure smooth implementation and address challenges.
- Represent the project in external meetings, workshops, and forums.
4. Monitoring, Evaluation, Accountability & Learning (MEAL):
- Oversee the project's MEAL framework, ensuring robust data collection on financial metrics (e.g., repayment rates) and development outcomes (e.g., jobs created, revenue growth).
- Prepare and present comprehensive periodic reports to donors and leadership on project progress, performance, impact, and financial status.
- Analyze data to identify trends, extract lessons learned, and inform strategic decision-making and continuous program improvement.
5. Budget Management:
- Hold primary responsibility for managing the project budget, tracking expenditures, and ensuring cost-effectiveness and compliance with donor regulations.
6. Team Management & Capacity Building:
- Provide leadership, guidance, and mentorship to project staff, fostering a collaborative and high-performing team environment.
- Identify capacity-building needs for the team and beneficiaries and coordinate the delivery of appropriate training (e.g., financial literacy, business management).
Qualifications and Competencies
- Bachelor’s degree in Business Administration, Economics, International Development, or a related field. A Master’s degree is a plus.
- Minimum of 7 years of experience in project management, with a proven track record of successfully managing economic development, livelihood, or MSME support projects.
- Strong understanding of the Agrifood sector and MSME development challenges in Lebanon is important.
- Demonstrated experience in stakeholder management, especially Municipalities and local authorities, partnership development, and donor reporting.
- Proven ability in budget management and financial oversight.
- Excellent strategic planning, problem-solving, and risk management skills.
- Superior organizational, communication, and interpersonal skills.
- Proficiency in data analysis and report writing.
- Ability to work independently and lead a team effectively.
- Fluency in English and Arabic (written and spoken).
