Job Overview/Summary:
The Senior HR Officer will work closely with the Global HR Manager to manage and oversee operational HR functions for Anera’s offices in Lebanon, ensuring compliance with Lebanese labor laws and Anera’s HR policies. This role covers all aspects of HR, including but not limited to Talent Management, Compensation & Benefits, Performance Management, Employee Relations, Compliance, and Employment Law.
1. Compensation and Benefits:
- Manage the timely and accurate processing of payroll and HR payments for all staff in Lebanon.
- Ensure compliance with Lebanon regulations regarding employee taxes, and deductions.
- Administer employee insurance programs, including health, ensuring alignment with local requirements.
- Oversee leave management to ensure proper tracking and utilization of employee benefits.
- Review consultant invoices and ensure proper documentation for compliance and processing.
- Collaborate with finance and senior management to provide salary reports and support compensation reviews.
- Manage the implementation, renewal, and administration of employee benefits, such as health insurance.
2. HR Systems Administration, Contracts Management, and Compliance:
- Contribute to the development, implementation, and ongoing maintenance of the Human Resources Information System (HRIS) to ensure accurate data management and efficient HR operations.
- Ensure that all employment, consultancy, and internship agreements are up to date, renewed as required, and compliant with local laws.
- Monitor and manage contract renewal periods in coordination with line managers.
- Coordinate with the Finance Department and relevant authorities to manage social security, tax filings, and employee registrations.
- Develop and update local HR policies and procedures to maintain compliance with Lebanese labor laws.
- Communicate and enforce HR policies across all levels of the organization.
- Lead HR audits and implement improvements based on findings.
- Maintain employee records and HR documentation in compliance with privacy laws and organizational standards.
- Provide HR reports to senior management and respond to ad-hoc reporting needs.
3. Recruitment, Talent Management, and Employee Relations:
- Manage the full recruitment cycle for Anera Lebanon, including job posting, screening, interviewing, and onboarding.
- Provide guidance to managers on performance appraisals, goal setting, and employee feedback.
- Oversee performance management through probation and periodic reviews, ensuring staff development and retention.
- Ensure job descriptions and contracts are regularly reviewed and comply with Lebanese labor laws.
- Support the development and implementation of employee engagement and well-being initiatives.
- Address complex employee relations issues and provide guidance on conflict resolution.
- Serve as a focal point for legal consultations related to employment matters in collaboration with the country’s legal advisors.
4. Strategic HR Support:
- Collaborate with the Global HR Director, Regional HR Manager, and senior leadership to support strategic HR initiatives and process improvements.
- Work with HR colleagues to create, review, and amend corporate-wide HR policies and procedures.
- Act as a key point of contact for HR-related matters for staff in Lebanon.
- Identify training and professional development opportunities for staff.
- Participate in cross-office HR projects and ensure best HR practices are implemented in Lebanon.
- Weekly field visits to all Anera field offices across Lebanon.
- Ensure HR strategies align with Anera’s long-term objectives and organizational values.

Qualifications
Academic Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
Experience and Skills:
- Minimum 5-7 years of professional HR experience, with at least 2 years in a senior role.
- Strong knowledge of Lebanese labor laws and HR best practices.
- Fluent in Arabic and English (written and spoken).
- Proven ability to manage payroll, benefits, and HR compliance.
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Excellent problem-solving and conflict-resolution skills.
