Solid Waste Management Expert - Project Manager (Prospective)

Minimum Qualification: 

Masters in Environmental Sciences or other relevant specialty

Relevant Experience:

  • Experience of at-least 10 years;
  • At-least 5 years of experience as Team Leader/ Project Manager;
  • At-least 3 years of experience in municipal solid waste management projects such as Municipal solid waste handling facilities, Integrated Solid waste management project;
  • Good understanding of the Lebanese context and Good knowledge in SWM Laws and Regulations in Lebanon;

 

Key Task:

a- Technical Support to SWM

  • Conduct the needed assessments and research on community, municipal and private companies levels in the concerned villages;
  • Monitor and oversee the provision of services by contractors and consultants in coordination with the field personnel, if applicable;
  • Develop and share assessments results in consolidated reports;
  • Review existing municipal and other solid waste management systems used in the concerned villages;
  • Recommend and adaptation of Solution for effective Solid waste management system;
  • Recommend remedial actions for implementation by the municipalities, taking into their consideration their limited resources and capacity;
  • Prepare Feasibility Report for Solid Waste Management and Other Waste Management;
  • Develop a clear manual on Solid waste management targeting municipalities and its unions;
  • Manage and disseminate knowledge and lessons learned internally and externally;
  • Perform any other duties as required.

 

 

      1. Project and Personnel Management
  • Management of entire team and project;
  • Review progress and financial reports (invoices) submitted by contractors and consultants for the Programme Manager recommend payments;
  • Particulate in procurement process as a technical resource, including assisting in the preparation of bidding documents and evaluating technical submissions of bidders if needed;
  • Develop, maintain and report on the project implementation plan;
  • Support in the identification of related risks and proposed risk management strategies to ensure smooth implementation of SWM-related project/s;
  • Monitor budget;

 

      1. Stakeholder Management and Coordination
  • Ensure proper engagement with stakeholders (internal and external) for effective planning and implementation of municipal SWM interventions in a coordinated manner; Including a coordination with the Ministry of environment, Ministry of interior affairs, OMSAR, municipalities and its unions and UN agencies.
  • Represent Anera in related coordination groups, technical working groups and to liaise with relevant stakeholders for programmatic and technical alignment and coordination;
