Job Overview
The Supply Chain Manager (SCM) is responsible for overseeing efficient, cost-effective, and compliant procurement and asset management operations in line with Anera’s policies and donor requirements. Reporting to the Deputy Country Director for Operations, the SCM will lead the procurement team and play a key role in ensuring timely and value-driven acquisition of goods and services to support Anera’s programs in Lebanon.
Success in this role requires excellent organizational skills, attention to detail, and a strong grasp of procurement and grant compliance processes.
Main Responsibilities
Procurement Management
- Lead the planning, implementation, and compliance of procurement policies, procedures, and guidelines across departments and projects.
- Oversee all procurement and subcontracting activities, ensuring alignment with Anera and donor requirements.
- Support program and operations teams in developing procurement plans and preparing technical specifications and solicitation documents.
- Ensure procurement processes promote efficiency, competition, transparency, and value for money.
- Conduct market assessments in coordination with technical staff to anticipate programmatic needs.
- Manage vendor relationships, including pre-qualification, selection, and evaluation processes.
- Lead bid evaluations to ensure fairness, reasonableness, and compliance.
- Draft and process procurement approvals in accordance with internal and donor policies.
- Review procurement tracking sheets on regular basis and act upon any delays in procurement or anomalies and provide regular communication and updates to requestors and budget holders.
- Advise and support improved procurement planning for regularly procured goods and services by initiating processes for contracted and verified suppliers.
- Issue contracts, purchase orders, work orders, and amendments; lead kick-off meetings as needed.
- Coordinate closely with the Finance team to ensure timely deliverables, payments, and alignment with cash flow forecasts.
- Generate regular procurement reports, tracking procurement phases, payments, and amendments.
- Maintain organized and audit-ready procurement files and ensure accurate documentation.
- Act as the primary advisor to staff on procurement planning, implementation, and compliance.
- Supervise and support the professional development of the Procurement Team.
Logistics Management
- Lead assets maintenance, tracking and disposal process
- Work on assets donor report (if needed)
- Coordinate with logistics, programs, and field teams to ensure that procurement and delivery activities are conducted with appropriate risk mitigation measures in place
- Contribute to emergency preparedness planning by assessing supply chain risks and proposing alternative procurement or delivery strategies when needed.
- Support budget development for country program proposals and operational planning.
- Represent Anera in external coordination meetings, as delegated by the Deputy Country Director.
- Oversee international travel and visitors logistics and support.
- Ensure proper custody and insurance coverage for Anera assets and inventory.
- Manage service contracts with external vendors and contractors.
- Support administrative engagement with relevant government stakeholders to ensure business continuity.
- Support fleet management planning and execution as directed by the supervisor
- Perform other duties as assigned by the supervisor.
Qualifications
- Bachelor’s degree in business, management, supply chain, or another related field required. Master’s degree preferred.
- At least 5 years of experience in procurement of goods and services, preferably working in the development sector in Lebanon on projects funded by international donors.
- 3-5 years of experience with subcontracts and procurement management required including knowledge of UN, EU, and USG rules and regulations governing procurement and subawards.
- Experience with procurement planning, solicitation, evaluation, cost analysis, negotiation, agreements preparation, and post-award management; experience with construction subcontracting strongly preferred.
- Excellent people skills and strong communication skills, written and oral – in English and Arabic.
- Demonstrated prior management and supervisory experience required.
