Objective of the Service
The objective of this consultancy is to provide technical expertise and oversight for the design, assessment, and implementation of renewable energy interventions across key sectors in Lebanon. The Sustainable Energy Consultant will support Anera in ensuring that energy solutions are technically sound, cost-effective, compliant with applicable standards, and aligned with programmatic objectives to reduce energy costs and improve service continuity for targeted institutions and communities.
Scope of Service
The consultant will be responsible for providing end-to-end technical support for renewable energy interventions, including but not limited to:
- Conducting feasibility studies and energy assessments for solar, wind, or hybrid renewable energy systems
- Designing and optimizing sustainable energy systems tailored to sector-specific needs (health, water, agriculture, community and industrial electricity consumption)
- Overseeing and technically validating installation and commissioning processes
- Ensuring compliance with local regulations, international standards, safety requirements, and best practices
- Providing technical guidance, capacity building, and knowledge transfer to stakeholders, partners, and beneficiaries
The scope covers technical advisory and oversight functions and does not include direct procurement or construction activities.

Timeframe and Reporting
- The consultancy duration and level of effort will be defined in the contract.
- The consultant will report directly to the Economic Development – Program Manager.
- All technical reports and deliverables will be submitted according to agreed timelines and reviewed by Anera prior to acceptance.
Qualifications and Competencies
- Bachelor’s or Master’s degree in Renewable Energy, Electrical Engineering, or a related field
- Minimum 5 years of professional experience in renewable energy system design, installation, and technical oversight
- Strong technical expertise in solar PV systems and energy modeling tools (e.g., PVsyst, Helioscope)
- Proven experience in feasibility studies, system optimization, and commissioning
- Strong analytical, problem-solving, and reporting skills
- Excellent communication and stakeholder coordination skills
- Relevant professional certifications are considered an asset
