D-Rasati Ii Grants Officer

Project Description:   Developing Assistance to Schools and Teacher Improvement II (D-RASATI II) is a project that aims to enhance student achievement in Lebanese public schools by training English teachers, developing extra-curricular activities, providing schools with ICT equipment and training, developing school leadership and building the capacity and tools necessary to support school improvement planning. D-RASATI II is a 2-year project funded by the United States Agency for International Development (USAID).   Position Description:   The Grants Officer will work closely with the Grant Manager to ensure the proper adherence and issuance of grants to public schools under the school improvement program (SIP).  After receiving training on SIP, grants of $4,000 will be issued to 244 public schools to implement their school improvement plans. Specific responsibilities that the Officer will be responsible for include, but are not limited to:   Assist in monitoring all administrative and financial details concerning issuance of school improvement grants and ensure adherence to all USAID, AMIDEAST and project rules and regulations related to grants; Check that schools’ proposals meet the funding criteria; Assist in administering grant payments; Assist in tracking and reporting on proposal submission and progress; Assist in reviewing and interpreting grant agreements for compliance; Assist in grant implementation including instruction on internal procedures and funding agency compliance, and assistance with all issues of finance, personnel, payroll, purchasing and administration of funded awards; Assist in the monitoring and evaluation of grants on both technical and financial levels; Assist in writing regular reports on grantee performance as well as on funds obligated, disbursed, and set aside for specific programmatic objectives; Coordinate with the project staff and  grantees during the execution of their grant and work on grantee procurement procedures and documentation as needed; Assist in maintaining grants files and tracking databases; Assist the Finance & Admin Manager in data entry of grants accounting records on Costpoint; Assist the Finance & Admin Manager in procurement procedures (quotations, three bids processes, etc.); Assist the Finance & Admin Manager in preparing, checking and filing related financial and administrative project documents: invoices, payment vouchers, bank documents, etc.    Qualifications:   Bachelor’s degree in Accounting, Finance, Business, Public Administration or related field required  Experience in related field, preferred Experience in accounting and compliance issues for a USAID project, strongly preferred Proficiency in Costpoint accounting software, preferred Fluency in English and Arabic required; French is a plus Excellent computer skills (Accounting software, MS Office, internet research, etc.) Ability to multi-task with high attention to details and with the highest level of professional ethics and discretion Willingness to travel to different program locations across Lebanon when needed Lebanese citizen Available to start work as soon as possible
