Data Expert Consultant

AMIDEAST/Lebanon is looking for a Data Expert Consultant (around 30 days) to work on an education-related project.

The Data Expert’s main tasks and responsibilities include:

-Verify how data is collected from source to user. Identify which sort of data is currently used for decision-making.

-Request access to certain datasets which would be of particular value in decision-making in the short- to medium-term.

-Make expert assessment on the appropriateness of various datasets for use in decision-making: explore missing data patterns, geographical coverage and variations etc.

-Design a short data for decision-making course, including development of relevant course structure, content and materials.

-Deliver the short data for decision-making training course to recommended participants.

-Work with Directors on examples of how these skills can be put to use in practical examples, such as creating a dashboard, automating reports etc.

-Plan follow-up with Directors.

Required Qualifications

-Advanced degree in Statistics, Economics, Econometrics, Education or other related field

-At least 5 years of proven with qualitative and quantitative research methods in contexts similar to this project.

-Proven ability to explain and document: data processing procedures, data structure, appropriate analyses methods, and results in a simple and clear way

-Demonstrated capacity to make complex datasets accessible to new users and to build skills in analysis and uptake

-Experience working with the Government of Lebanon to deliver key public services in education or related sector

-Demonstrable practical knowledge of the Lebanese education system, with experience working with or within MEHE highly preferable

-Experience in developing and delivering capacity development or service delivery-related training

-Strong communication skills and ability to deal with various levels of stakeholders

-Demonstrated analytical and assessment skills of quantitative and qualitative data

-Strong personal organization, integrity and work ethic

-Fluency in written and spoken Arabic, English and French (or at least two of those three languages)
