Short-Term Education Specialist - Capacity Needs Assessment

AMIDEAST/Lebanon is looking for a short-term Education Specialist - Capacity Needs Assessment (CNA) to work on an education-related project from September through December 2018.

The main responsibilities of the Education Specialist of the Capacity Needs Assessment include:

1. To work collaboratively with the CNA team to integrate technical elements relating to learning assessment, curriculum development and teacher management into the capacity needs assessment tools.
2. To conduct research and analysis on legal frameworks shaping governance processes and management procedures in the education sector in Lebanon.
3. To conduct capacity needs assessment interviews with relevant individuals.
4. To design relevant and accessible checklists on systems and resources to support learning assessments, curriculum development and teacher management in the education sector.
5. To ensure coherence on education specific information and processes between the CNA (design and results) work with the wider technical assistance team, to avoid duplication.
6. To ensure coherence and complementarity between the education management and other elements of the CNA.
7. To work collaboratively with other departments to encourage engagement with the questionnaires and interviews, and to provide specific information regarding areas for further support and training.
8. To collect, analyze and report on data collected through questionnaires and interviews.
9. To present results within the report, ensuring that gaps are adequately prioritized and that the roadmap includes key activities to strengthen capacity development of those teams which focus on learning assessment, curriculum development and teacher management.

Required Qualifications:

1. Expertise in learning assessment, curriculum development and teacher management processes at the national government level.
2. Experience in delivering capacity needs assessments.
3. Experience in capacity development design and delivery.

Desirable Qualifications:

1. Experience in Lebanon, particularly working on government reform.
2. Fluent in written and spoken Arabic and French.
