This position aims to provide quality and timely case management and psychosocial support services to children and learners at risk or survivors of abuse, neglect, exploitation, or violence, in full adherence with child protection principles, the Lebanese National Case Management Standard Operating Procedures (MoSA), and organizational safeguarding policies.
The Social Worker ensures that the best interests of every child and learner are upheld through comprehensive assessment, individualized case planning, safe and confidential service delivery, appropriate referrals, and regular follow-up. The role also contributes to the implementation of PSS and protection interventions in educational and community-based settings, ensuring effective coordination with schools, caregivers, and relevant service providers to promote safe, inclusive, and supportive learning environments.
Key responsibilities:
- Case Management
- Identify, verify, and register children and learners at risk or survivors of abuse, neglect, exploitation, or violence through referrals, community outreach, or self-reporting, in coordination with MoSA and relevant service providers.
- Conduct comprehensive child and family assessments addressing protection risks, safety, psychosocial wellbeing, health, education, and caregiving environment, ensuring the child’s views are taken into account.
- Develop individualized Case Plans with clear objectives, actions, responsibilities, and timelines, ensuring plans are realistic, participatory, and aligned with available services and referral pathways.
- Implement case plans through direct support, integration of psychosocial support (PSS) and other protection interventions in educational and community-based learning settings, and safe referrals to specialized services when needed.
- Conduct regular follow-ups to monitor children’s and learners’ progress and adapt interventions as needed.
- Review cases periodically to evaluate progress, identify challenges, and determine readiness for closure. Ensure timely and safe case closure once objectives are achieved, with documentation of outcomes and lessons learned.
- Identify and manage urgent or high-risk cases in accordance with national SOP protocols, ensuring immediate safety measures and appropriate referral to specialized services or judicial authorities.
- Documentation & Confidentiality
- Maintain organized, up-to-date case files (electronic and/or paper) using unique identifiers and standard MoSA-approved forms (intake, assessment, case plan, follow-up, review, closure).
- Record all actions and decisions in accordance with the national Case Management SOP’s documentation and data protection procedures.
- Ensure confidentiality and information sharing strictly on a need-to-know basis, following MoSA data protection protocols, Law 422/2002, UN Child Rights Convention protocols, and organizational safeguarding policies.
- Submit timely and accurate reports as required by the organization and MoSA, ensuring consistency with sectoral monitoring and accountability standards.
- Coordination & Referrals
- Coordinate with the MoSA Child Protection National Coordinator, social workers across different regions, UNICEF, community development centers, NGOs, schools, judicial authorities, health providers, and other service actors to ensure comprehensive and holistic case management.
- Liaise closely with education staff and partners to identify and respond to protection and PSS needs within formal and non-formal learning environments.
- Facilitate and receive referrals through the national case management system, ensuring safety, consent, and proper feedback to referring entities.
- Contribute to community-based education and protection initiatives that strengthen child, learner, and family support systems.
- Participate in trainings and coordination meetings related to Child Protection (CP), including the Child Protection Working Group, the Child Protection Task Force, and Education sector coordination meetings, as requested.
- Ethical & Professional Conduct
- Ensure the child’s and learner’s best interests, informed consent, and meaningful participation at all stages of case management.
- Apply a survivor-centered, rights-based, and Do No Harm approach in all interventions.
- Maintain professional boundaries, impartiality, and respect for diversity and cultural sensitivities.
- Adhere to MoSA Child Protection Policy, the organization’s Code of Conduct, Child Safeguarding Policy, and PSEA (Protection from Sexual Exploitation and Abuse) standards.
- Participate in supervision, training, and capacity-building activities to strengthen knowledge of child protection and PSS in educational settings.
Qualifications & Experience:
- Education:
- Bachelor’s degree in Social Work, from a recognized institution.
- A Master’s degree in Social Work, or Child Protection or related field, is highly favored.
- Experience:
- Minimum 4-5 years of proven experience in child protection case management or social work within NGO, UN, or governmental settings, preferably working directly with children and families at risk of abuse, neglect, exploitation, or violence.
- Demonstrated experience in or exposure to education-related interventions, PSS, or school- and community-based protection programs, particularly in coordination with teachers, parents, and learning support structures. (New addition)
- Experience coordinating with MoSA and applying national child protection frameworks is highly desirable.
- Knowledge & Skills:
- Sound understanding of the Lebanese National Child Protection Case Management SOPs and Law 422/2002 on the Protection of Juveniles in Conflict or at Risk.
- Familiarity with Inter-Agency Case Management Guidelines, Child Protection Minimum Standards (CPMS), and CPIMS+ tools and procedures.
- Knowledge of RIMS and national referral pathways and tools for specialized protection, health, legal, and psychosocial services.
- Strong case documentation, reporting, and data protection skills, with respect for confidentiality and ethical standards.
- Excellent communication, active listening, and psychosocial support skills.
- Ability to work collaboratively within multi-sectoral and multicultural teams.
- Proficiency in computer use (MS Office Suite, case management databases, digital reporting tools, and online referral platforms such as RIMS).
- Fluency in Arabic and good command of English (written and spoken); French is an asset.
The Social Worker will be based in the Beirut office, with frequent and regular visits to Baalbeck and other implementation sites.
