Introduction

Anti-Racism Movement (ARM) was launched in 2010 as a grassroots collective by young Lebanese feminist activists in collaboration with women migrant domestic workers. Following a racist incident at one of Beirut’s most prestigious private beach resorts, ARM activists used a hidden camera to film the administration’s acts of discrimination and segregation. As interest grew in this small volunteer-based movement speaking out against the constant and systemic racism experienced by migrants every day in Lebanon, members increased and our plans grew in scope and scale.

In 2012, ARM became a registered and staffed NGO, with the vision of a just society where all migrants enjoy decent living and working conditions. ARM’s mission is to achieve social, economic, and gender justice for all migrant workers and racialized groups (with a special focus on migrant domestic workers) in Lebanon. A primary focus of ARM is women migrant domestic workers living and working under the oppressive Kafala System, used to import labour from abroad in Lebanon.

The Kafala system

Recruitment agencies operating between Lebanon and countries like Ethiopia, the Philippines and Bangladesh, often lie to workers about the job, living arrangements, and pay. People are forced to sign contracts in Arabic the majority don’t understand and often have their phones taken away, living in the houses of their employers and completely isolated from any outside support networks. They are often unpaid and have their passports confiscated - and are criminalised if they remain in the country after leaving a job. Two MDWs die in Lebanon every week, sexual abuse is rampant, and the social stigma is a burden that perpetuates racist, classist and sexist practices. Kafala - especially in Lebanon - is often described as modern-day slavery.

Theory of Change

Our theory of change is rooted in working with women, migrant domestic workers, and other racialized groups in Lebanon to build a movement against the systems that exploit them. Our aim is to build social justice systems that respect worker rights and freedoms with no exceptions. We believe this political change is possible through building strong and supportive communities for migrant workers against an environment that often only treats them as cheap labor or “beneficiaries” of aid.

We do this primarily through our Migrant Community Centers (MCCs). MCCs offer free classes, awareness sessions and skills training for migrant workers every week in topics such as social media, public speaking, languages and others directly related to community organizing and advocacy. MCC is designed as a safe space to foster stronger relationships, access resources (e.g. meeting spaces, legal counsel, information, coaching), and reinforce support networks to facilitate the process of organizing and community building.

In parallel, our advocacy and campaigning teams work on knowledge production, media, public events, empowering allies and awareness raising, with the goal of political change and social justice for racialized groups. We focus on advocacy for structural change, monitoring and publicizing racist incidents and rights violations, education and awareness-raising, case-based advocacy, strategic litigation and research.

Finally, we are working to develop the capacities of our team and the sustainability of our work to ensure the quality and continuity of our support.
