The overall objective of this consultancy is to support the institutional strengthening of Ministry of Social Affairs’ Rights and Access Program through the integration of good governance principles, enhanced accountability frameworks, and inclusive practices in aid distribution for persons with disabilities. The consultant is expected to carry out the following key tasks:
- Needs Assessment and Stakeholder Consultations
- Conduct consultative meetings with staff of the R&A program and focal points in the eight centers across Lebanon.
- Evaluate current personnel structures, staffing adequacy, and operational capacity related to governance and transparency.
- Collect and analyze recommendations from the field to inform human resource planning and service delivery improvements.
- Capacity Building and Awareness-Raising Workshops
- Design and facilitate a series of interactive training sessions and roundtable discussions on the role of good governance and transparency in aid provision, particularly during and after crisis situations. Ensure sessions address the following specific objectives:
- Reposition R&A offices as trusted reference points for transparent, accountable, and inclusive aid distribution.
- Empower persons with disabilities to express their challenges and participate in shaping aid delivery systems.
- Promote a culture of transparency and accountability within public service institutions and among aid providers.
- Develop practical recommendations for transparent case prioritization mechanisms and equitable resource allocation.
- Identify context-specific indicators of vulnerability, particularly for use in emergency and post-crisis responses.
- System Development and Technical Support
- Provide technical support to the R&A teams in designing and implementing a transparent management and communication system.
- Ensure the system enables fair identification of beneficiaries, promotes data integrity, and facilitates the equitable distribution of aid and equipment.
- Final Restitution and Policy Recommendations
- Organize and lead roundtable discussions to present findings, proposed procedures, and strategic recommendations to MoSA, arcenciel, and key stakeholders.
- Deliver a final report detailing governance recommendations and mechanisms to institutionalize transparent, inclusive, and rights-based aid practices.
