Purpose of the Evaluation
The final evaluation will assess the overall performance of the project in terms of its relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation will identify lessons learned, best practices, and formulate recommendations to inform future programming, particularly for similar contexts in fragile settings.
Objectives
1.Measure the achievement of project outcomes and outputs against the logframe indicators.
2.Assess the effectiveness of implementation modalities, partnerships (with MADA, TKS, NLWE, and municipalities), and coordination mechanisms.
3.Examine how the project addressed cross-cutting themes: gender equality, disability inclusion, environmental sustainability, conflict sensitivity, and social cohesion.
4.Identify unintended outcomes (positive or negative).
5.Provide actionable recommendations for future interventions in similar contexts.
6.Examine relevance and coherence.
7.Identify sustainability and impact.
Evaluation Scope:
The evaluation will cover the entire project duration (Nov 2021–Oct 2025), and all three outcomes with associated outputs:
Outcome 1: Improved food security through improved access to and use of agricultural irrigation and micro-infrastructure and high-yielding inputs for smallholder farmers in the Akkar and North region
-Rehabilitated irrigation systems and agricultural micro-infrastructure.
-Distributed high-yield agricultural and livestock inputs.
-Usage and impact of micro-infrastructure on productivity and food security.
Outcome 2: Improved income security through increased technical and managerial capacity of smallholder farmers in the Akkar region and North
-Technical trainings for farmers and food processors.
-Business and entrepreneurial trainings.
-Mentorship and peer-to-peer support systems.
Outcome 3: Improved access to safe drinking water through public infrastructure for the most vulnerable Lebanese and Syrian families of the Akkar and North region
-Rehabilitation of water infrastructure (municipal and NLWE).
-Community awareness campaigns and formation of Community Monitoring Committees (CMCs).
-Capacity-building for municipalities and NLWE staff on system operation and maintenance.
Duration and Location:
Expected duration: 60 Calendar days from contract signature.
Locations: North Lebanon and Akkar.
Required Qualifications
-Minimum 8–10 years of experience in external evaluations of multi-sectoral, donor-funded projects (preferably BMZ, EU, GIZ, or UN).
- Proven expertise in WASH, livelihoods, agriculture, and social cohesion programming.
-Deep understanding of the Lebanese context and the Syrian refugee crisis.
-Experience integrating gender, disability, and conflict sensitivity in evaluations.
-Proficiency in English and Arabic is mandatory.
-Excellent analytical and report-writing skills.
