Job Title: Emergency Response Officer
Location: North Lebanon, and Akkar with frequent movement to Beirut
Project Type: Emergency Response for Internally Displaced Persons (IDPs)
Reporting to: Project Manager
JOB PURPOSE:
The Emergency Response Officer will support the planning, coordination, and implementation of emergency humanitarian assistance for internally displaced persons (IDPs) in Lebanon. The position focuses on ensuring timely, accountable, and efficient delivery of emergency relief items including hot and cold meals, Ready-to-Eat (RTE) food parcels, bottled water, hygiene kits, Menstrual Hygiene Management (MHM) kits, and baby kits.
The officer will be responsible for coordinating field distributions, managing beneficiary data, ensuring compliance with humanitarian standards, and liaising with relevant authorities and coordination bodies to ensure smooth and transparent implementation of emergency activities.
KEY RESPONSIBILITIES:
- Distribution Planning and Preparation:
- Support the development of detailed distribution plans for emergency assistance across North Lebanon, and Akkar.
- Coordinate with logistics and procurement teams to ensure the timely availability and transportation of relief items to distribution locations.
- Identify and assess appropriate and safe distribution timing in coordination with municipalities, local authorities, and field partners.
- Prepare distribution schedules, beneficiary targeting plans, and operational timelines.
- Ensure proper stock planning and verification prior to distribution activities.
- Coordinate with internal teams to ensure that all items meet quality and quantity standards before dispatch.
2.Field Distribution Implementation: - Lead and supervise on-site distributions of:
- Hot meals/Cold meals
- Ready-to-Eat (RTE) food items
- Bottled drinking water
- Hygiene kits
- Menstrual Hygiene Management (MHM) kits
- Baby kits
3.Beneficiary Identification and Data Management
- Collect and consolidate beneficiary lists prior to distribution activities.
- Ensure accurate beneficiary registration and documentation in line with organizational data protection policies.
- Manage and verify beneficiary signature sheets, distribution lists, and attendance records.
- Ensure proper archiving of beneficiary documentation and distribution evidence.
4.Coordination and External Engagement - Coordinate closely with relevant local authorities, municipalities, and disaster response units, including
- Disaster Risk Reduction Unit Lebanon (DRR Units)
- Relevant Lebanese ministries and local administrations
- Engage with sector coordination mechanisms, including:
- United Nations Office for the Coordination of Humanitarian Affairs (OCHA) coordination structures
- Food Security and WASH sector working groups.
- Participate in local coordination meetings to ensure alignment with ongoing humanitarian responses and avoid duplication.
- Coordinate with local partners, community leaders, and relief committees to ensure community acceptance and transparency.
5.Monitoring and Quality Assurance - Monitor the quality, relevance, and effectiveness of distributed assistance.
- Ensure that all distributions follow the standards and humanitarian accountability principles.
- Identify operational challenges during distributions and propose practical solutions for improvement.
- Collect beneficiary feedback and complaints and report them through the appropriate accountability mechanisms.
6.Reporting and Documentation - Prepare daily, weekly, and activity-based field reports summarizing distribution outcomes.
- Document key indicators including:
- Number of beneficiaries reached
- Types and quantities of items distributed
- Locations and dates of distributions
- Maintain accurate distribution records, beneficiary lists, and signed documentation.
- Provide timely updates to the Emergency Response/Program Manager on field progress, risks, and emerging needs.
- Support the preparation of donor reports and internal situation updates.
7.Safety, Compliance, and Accountability - Ensure that all activities comply with organizational policies, donor regulations, and humanitarian standards.
- Promote safe programming and protection-sensitive approaches during all emergency activities.
- Ensure the visibility of complaint and feedback mechanisms during distributions.
- Report any safeguarding concerns, incidents, or operational risks to management immediately.
REQUIRED QUALIFICATION:
Education
- Bachelor’s degree in Humanitarian Affairs, Social Sciences, Development Studies, Public Administration, or a related field.
Experience - Minimum 5 years of relevant experience in humanitarian emergency response, preferably in Lebanon.
- Proven experience managing field distributions and emergency relief operations.
- Experience working with IDP populations and vulnerable communities.
- Familiarity with humanitarian coordination structures and sector approaches.
Required Skills - Strong field coordination and operational planning skills.
- Experience in beneficiary data collection and distribution management.
- Excellent reporting and documentation skills.
- Ability to manage multiple distribution activities simultaneously.
- Strong interpersonal and coordination skills with local authorities and partners.
- Ability to work under pressure and in rapidly changing emergency contexts.
