The company has an established track record of delivering projects and programmes for diverse clients in Lebanon, including the UK Government, US Government, UN agencies, the EU and others. PURPOSE OF POSITION: Pursue is currently looking for a Monitoring and Evaluation Manager (M&E Manager) to work with a research team, as part of an M&E-focused mixed-methods field study contracted by a major development firm. The Monitoring and Evaluation Manager will be developing a research framework aimed at monitoring and evaluating both the client’s overall programme as well as a number of selected projects (such as large grants and donations). He/she will provide technical support to the field team, analyse primary data collected, correlate findings and make recommendations aimed at improving the programme’s performance. He/she will be responsible for M&E and learning needs of the programme and will come up with findings based on real data to show performance of the projects. The M&E Manager will play a role in promoting of key learnings for the improvement of the project and for wider leaning of the organisation. MAJOR RESPONSIBILITIES: Develop a framework aimed at monitoring and evaluating both the client’s overall programme as well as a number of selected projects (such as large grants and donations). Develop a programme monitoring plan in line with the client’s strategies. Develop data collection templates as well as interview protocols and focus group discussion questions. Provide technical support on M&E and evidence-based recommendations to the Programme Manager. Assist Programme Manager in designing, coordinating and conducting project evaluations. Develop discussion guides for focus group discussions. Assist the surveying specialist in designing survey questionnaires. Analyse and discuss findings based on regular data monitoring. Assist project team in identifying and refining conceptualisation of intended results. Produce tailored workshop evaluation forms. Ensure proper documentation of results and support project teams in documenting activities and deliverables. Assist with report writing. Promote the client’s intuitional learning and assess staff members’ developmental needs.   REQUIREMENTS: A minimum of five years of field-based monitoring and evaluation experience, including data collection and analysis experience. A minimum of five years’ experience managing field staff. Advanced degree in relevant field. Demonstrated knowledge of research methods and proven analytical skills. Strong commitment to values of data-based decision making, transparency, methodological rigor and programme learning. Native Arabic speaker with full professional English proficiency.
