PURPOSE OF POSITION:
ARK is a Lebanon-based development consultancy committed to empowering local communities and beneficiaries in conflict, post-conflict, and fragile areas through the provision of evidence-based programmatic interventions, policy recommendations and training services.
ARK’s approach relies on combining mixed-methods research with strong, consistent engagement with local communities and stakeholders to bridge the gap between the aspirations of local communities and the priorities of governmental and multilateral actors, thus informing the design and implementation of relevant programming. Utilising innovative quantitative and qualitative social science methodologies to generate data, we analyse and synthesise results, brief clients and beneficiaries, deliver interventions and measure impact.
ARK is delivering on behalf of HMG a youth programme in Lebanon in support of Palestinian youth. The programme aims to improve the social participation of Palestinian youth whilst reducing the likelihood of resorting to negative coping strategies. While this position is subject to funding, ARK is currently delivering this programme, which has been underway for a number of years.
The highly innovative, Palestinian-designed programme has delivered demonstrable impact within the camps and contributed to both Palestinian welfare and the stability of Lebanon.
MAJOR RESPONSIBILITIES:
- Monitor the implementation of project specific M&E plans in alignment with the ARK’s M&E guidelines.
- Manage the identification and design of appropriate tools, formats and procedures of operational monitoring at each level of the objective hierarchy; including Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
- Produce draft reports as per M&E plan’s reporting schedule (Weekly and monthly highlights, client’ reports, FGD analysis, KII analysis…).
- Provide support to research team and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts.
- Assist in organizing analysis sessions with project staff to reflect on findings and agree on programmatic action.
- Assist in organising trainings on M&E principles for capacity development and awareness among ARK staff and partners.
- Conduct qualitative data verification visits.
- Ensure data is gathered for an effective knowledge management within ARK with close coordination with the Information Management Assistant.
- Ensure that project level means of verification are available and organized as per the designed logframes.
- Represent ARK DME team during internal and external meetings and working groups.
- Undertake other duties related to M&E as assigned by the DME Manager and Programme Manager.
REQUIREMENTS:
- University degree in Social Science, Economics, communications, journalism or related field.
- S/he should possess excellent writing, editing, and speaking skills in both English and Arabic.
- Experience with implementing/conducting qualitative and quantitative data collection at field level.
- Excellent analytical skills with an orientation to detail; experience in distilling critical qualitative and quantitative information from complex data to inform programme performance, learning and quality improvements.
- Experience with reporting and data verification.
- Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.
- Demonstrated ability to plan and deliver training and onsite capacity building
- Experience of working with young people from vulnerable settings.
