Gender and Inclusion TA will work closely with Asmae’s Project Partners’ staff such as the Social Workers, Community Facilitators, and other personnel to build their technical capacity in designing and implementing intervention framework based from participatory processes that addresses underlying gender-related experiences of deprivation, exclusion, marginalization, oppression and suppression of children, youth and their families, and in advocating to duty-bearers to improve or enforce policy in eliminating gender-based violence.
As a member of Asmae’s Technical Advisory Team, s/he will work closely work with other Technical Advisors on Child Protection and Inclusive Early Childhood Development and Education, and Project Officer and MEL Officer, to ensure program integration, provide holistic intervention, contribute to broader learning in analysing underlying gender-related and initiate in the development of an evidence-base documentation of good practices on intervention addressing gender-related underlying issues.
The scope of work and responsibilities of the Technical Advisor for Gender are as follows:
- Country leadership on Gender Mainstreaming
S/he will:
- Promote gender mainstreaming by developing an Intervention Framework and Strategy based on the global strategy as well as participatory processes for Asmae Lebanon’ programs and projects on/for children and families in street situation, children with disabilities and youth as agency of change;
- Act as Gender Focal Person of the Country Team and participate and contribute with learning insights to Asmae’s global meetings and community of practice on Gender Mainstreaming
- Implement Gender plan of action of the Country Office
- Build the capacity of the team through different approaches, including training, coaching, sharing relevant publications, etc.
- Participate and contribute to the crafting and/or enhancement of existing gender policy, thematic sheets and other documents pertaining to Gender Mainstreaming in the organization
- Collaborate with the Technical Advisory Team in the development of project proposals with sharp gender-responsive lens
- Lead in identifying advocacy theme and opportunity within the broad Gender issues and thematic interests of Asmae and develop an advocacy plan and strategy
- Capacity Building Support and Coordination
- Lead in overseeing Asmae’s implementing partner, in its project management of the project on eliminating gender-based violence, provide capacity building support in designing gender-responsive intervention that strengthen youth agency, capacity building of the local government officials, together with implementing partner, and analysing results in the implementation of the intervention,
- Lead in the conduct and presentation of the result of the ethnographic study and in the documentation of noteworthy practices at the end of phase
- Develop training program and act as a Trainer-Specialist on various capacity building areas of the Partners such as improving awareness and sensitivity of Partners on Gender, conducting participatory situation analysis using gender-related tools, designing gender-responsive project intervention, as well as tools to monitor and evaluate project results, and in advocating for policy review/enforcement on eliminating gender-based violence
- Support in linkaging Project Partners to other stakeholders, government agencies and Gender Mainstreaming networks
- Conduct regular monitoring and coaching to Partners’ staff and provide significant findings and recommendation to improve project implementation
- Representation and Advocacy
- Work with the Technical Advisor for Child Protection and Education, in building a gender-responsive Asmae-supported interagency coordination forum such as the Network of Duty Bearers, and in integrating Gender into the localization of national plans for children and families in street situation, children with disabilities and child and youth participation in governance
- Represent Asmae in different Gender Clusters or Networks and share Asmae’s documentation of lessons learned and noteworthy practices on eliminating gender-based violence against children and youth, especially those in most vulnerable sectors
- Support the PPM in shaping media priorities and communications by acting as a spokesperson on Gender Mainstreaming related campaigns
- Technical collaboration
- Collaborate with the Technical Advisory Team in the development and writing of new project intervention ensuring the integration of Gender into the concept notes/proposals
- Support the Project Monitoring Officer in the consolidation and writing of reports for Asmae and donors
- Participate proactively in the Country Team meetings and activities and share inputs for a more efficient and effective Country Management
- Contribute to work initiated by the HO Technical Advisor and the HO Gender Advisor (working groups, one-on-one sessions, review and documentation across countries, implementing and monitoring the gender strategy, etc.)
- Education and Experience
- Preferably, with Master’s Degree in Humanities major in Gender
- Minimum of 5 years of experience in working as a Technical Specialist in Gender
- Significant experience in working with the NGO partners and local government in mainstreaming Gender various programs such as on education, child protection and governance
