Call for Consultants: Final Evaluation of Pilot Project in Lebanon

Budget: $6,000 - $8,000

Project Overview: The project aims to develop and implement an innovative and transferable model to strengthen local solidarity actors in a complex crisis context. It supports six Lebanese actors in their educational and youth-related activities through financial and tailored organizational support, fostering a multi-actor cooperation framework for mutual learning and good governance.

Evaluation Objectives:

  • Assess the relevance, effectiveness, efficiency, impact, and sustainability of the project.
  • Provide recommendations for future projects based on lessons learned.
  • Ensure accountability to SCCF, ASSABIL, and the project's stakeholders.

Scope of Work:

  • Desk review of project documents.
  • Conduct semi-structured interviews and focus group discussions with key stakeholders and beneficiaries.
  • Field visits to target communities.
  • Submission of an inception report, draft findings, and a final report (25-35 pages).
  • Presentation of findings to stakeholders.

Deliverables:

  • Inception report with methodology and work plan.
  • Draft and final evaluation reports (in English and Arabic).
  • Presentation of findings to stakeholders.

Interested consultants should submit their application (in English) at SCCF on or before September 22nd, 2024 to soraya.chenini@secours-catholique.org

The application itself should include the following components:

  • Curriculum Vitae (CV)
  • Track record of conducted studies, research, publication and references (a recent document relevant to the job offer).
  • A technical proposal for the feasibility study, including the proposed feasibility study methodology and work plan
  • Financial proposal underlying the study, including proposed fee for a maximum of 25 working days. The budget should show taxes included and excluded.
  • A sample of recent writing (report or similar) relevant to the terms of reference stated above

The selection of the evaluator(s) will be made according to a selection grid based on the following criteria:

  • Presentation of the issue and understanding of the evaluation subjects
  • Good alignment between the proposed methodology and the evaluation objectives
  • Qualifications, language skills, experience, and competencies of the evaluator(s)
  • Compliance with the budget and duration of the evaluation

Incomplete proposals will not be considered.
