1. Background
CVC Charity is a humanitarian and development organization implementing programs across Lebanon. To support its operational and field activities, CVC Charity invites legally registered companies and individual service providers to submit bids for vehicle rental and transportation services under this Call for Tenders.
This TOR is divided into two lots.
Bidders may apply for Lot 1, Lot 2, or both.
2. Objective
To establish framework agreements with reliable registered companies or service providers for:
•    Long-term annual car rental services, and
•    Transportation services with driver and fuel for staff movement across Lebanon.
3. Scope of Services
LOT 1: Annual Car Rental Services (Without Driver)
3.1 Description
Provision of two (2) vehicles per year on an annual rental basis to support CVC Charity’s daily administrative and field operations

3.2 Vehicle Categories & Pricing
Bidders must submit separate prices for each vehicle category listed below:
Vehicle Category    Examples (Non-Exclusive)
Small Car    Picanto, i10, i20, or equivalent
Sedan    Corolla, Elantra, Cerato, or equivalent
SUV    X-Trail, Kia Sportage, Hyundai Tucson, or equivalent
Prices must be quoted per vehicle / per year, clearly categorized
3.3 Minimum Vehicle Requirements
•    Model year: 2019 or newer
•    Fully roadworthy and in good mechanical condition
•    Air conditioning
•    Valid registration and legal documentation
•    Replacement vehicle provided in case of breakdown or acciden
3.4 Insurance
The bidder must clearly specify for each vehicle category:
•    Whether the vehicle is insured or not
•    Type of insurance (third-party or comprehensive)
3.5 Maintenance & Responsibilities
The service provider is fully responsible for:
•    Brake system maintenance and replacement
•    Oil change whenever required, according to manufacturer standards
•    Regular servicing and preventive maintenance
•    All mechanical issues not caused by misuse
No additional maintenance costs shall be charged to CVC Charity.
3.6 Pricing Inclusions
Prices must include:
•    Vehicle rental
•    Maintenance and servicing
•    Insurance (if applicable)
•    Taxes and fees (if applicable)
LOT 2: Transportation Services with Driver & Fuel
4.1 Description
Provision of vehicles with driver and fuel for staff transportation from Khaldeh to various locations across Lebanon, on an as-needed basis.
4.2 Vehicle Categories
Bidders must submit separate prices for the following vehicle categories:
•    Small Car (Picanto, i10, i20, or equivalent)
•    Sedan
•    SUV (X-Trail, Kia Sportage, Hyundai Tucson, or equivalent)
4.3 Pricing Modalities
A. Cost per Area (Vehicle + Driver + Fuel)
From Khaldeh to:
•    Ourkoub
•    Nabatieh
•    Saida
•    Tyre
•    Iqleem
•    Chouf
•    Aley
•    Middle Beqaa
•    West Beqaa
•    Baalbeck
•    Beirut
•    Jounieh
•    Tripoli
•    Akkar
Prices must be listed per area and per vehicle category.
B. Fixed Cost per Kilometer
•    Fixed rate per kilometer
•    Separate rate per vehicle category
•    Includes vehicle, driver, fuel, maintenance, and insurance
C. Full-Day Rental
•    Vehicle with driver and fuel for a full working day
•    Bidders must specify:
o    Number of working hours per day
o    Overtime rate (if applicable)
•    Separate daily rate per vehicle category
4.4 Driver & Vehicle Requirements
•    Valid driver licenses
•    Experience in staff transportation
•    Familiarity with Lebanese geography
•    Compliance with CVC Charity’s safety and code of conduct
•    Vehicles must be legally registered and insured
4.5 Maintenance
The bidder is fully responsible for:
•    Brake maintenance and replacement
•    Oil changes as required
•    Vehicle servicing throughout the contract period
5. Contract Duration
•    Framework agreement for 12 months
•    Renewable subject to satisfactory performance and budget availability
6. Evaluation Criteria
Bids will be evaluated based on:
•    Price competitiveness per vehicle category and pricing modality
•    Compliance with technical requirements
•    Vehicle condition and model year
•    Insurance coverage
•    Company or service provider experience and reliability
7. Payment Terms
•    Payments will be made monthly, based on approved invoices
•    Subject to verification of services rendered

8. Eligibility Criteria
Bidders must be either:
•    Legally registered companies, or
•    Service provider with valid driving lisence.
All bidders must:
•    Hold valid legal registration in Lebanon
•    Have at least 3 years of relevant experience

•    Demonstrate capacity to provide services across requested areas
