The M&E Officer main responsibilities are:

  • To develop an institutional M&E framework based on AFDC’s strategic plan and M&E Policy.
  • To conduct a capacity needs assessment for the M&E framework developed and propose training or other interventions to address identified gaps.
  • To ensure that AFDC’s planning process reflects how the projects will achieve outcomes as well as the clear purpose of activities.  
  • To work with AFDC team to develop appropriate project indicators and to anticipate which data will be needed to be collected.
  • To design and collect baseline data before, during and after each project and guide AFDC team on how to collect and analyze related data.
  • To develop project learning reviews so that key learnings are reported and reflected upon and incorporated into AFDC strategic plan.
  • To work closely and collaboratively with AFDC team and provide technical guidance to implement the M&E framework.
  • To conduct field visits to the projects’ implementation sites to track down the progress achieved.
  • To keep a monthly track record of all on-going projects, deliverables, and deadlines.
  • To deliver a monthly M&E report to the Director General.

Education and Requirements:

  • Education:  Master’s degree in the fields of environment, sustainable development, social science, economics, or relevant disciplines.
  • A 3-5 years minimum of proven M&E professional experience in different projects.
  • Strong qualitative and quantitative skills, including understanding of data analysis and theories of change.
  • Experience of working collaboratively and productively with diverse stakeholders.
  • Fluency in Arabic and English (Oral and written) French is a plus.
  • Strong verbal and written communications skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and other key computer software.
  • Ability to multitask, work under pressure, and carry out field visits.
  • Prior experience with USAID and UN Agencies funded projects is a plus.
  • Proven ability to deliver on time.
  • Strong organizational skills and attention to detail.
