Responsibilities Develop SWM Guidebook for Local Municipalities The expert / consultant is requested to develop a Solid Waste Management (SWM) guidebook targeting local stakeholders (Mainly municipalities in Akkar area). The guidebook will have three main segments: An overview of SWM laws and regulations in Lebanon, with a focus on roles and responsibilities of municipalities, along with a briefing on existing and proposed policies / strategies. This section is designed to increase awareness and knowledge of the legal framework among mayors and municipal council members, primarily. A description of major SWM problems in Lebanon, composition of solid waste, summary of management plans implemented in Lebanon and abroad, best practices and successful models. This section will introduce municipalities and communities to various SWM options at the local level. A list of supporting organizations and experts in the field of waste recovery and reduction (glass, carton, plastic, organic, etc.) with contact information to help municipalities build linkages with solutions providers. The expert / consultant will develop the guidebook over a duration of 6 weeks and the Level of Effort requested during this period is 10 Days.   Requirements Good knowledge in SWM Laws and Regulations in Lebanon Experience in SWM measures taken locally and activities implemented. Well connected with organizations and experts in the field of waste recovery and reduction Ability to Draft and develop a clear guidebook on SWM targeting municipalities  Flexible to travel between regions in Akkar when needed Work experience in communications and advocacy Planning and organization skills Ability and desire to work in a fast-paced, entrepreneurial environment and to meet deadlines and complete time-sensitive duties
