JOB PURPOSE: This position will be part of an integrated Humanitarian programme with Oxfam in the Bekaa Valley. The WASH component will include both public health engineering and public health promotion activities with the aim of providing comprehensive WASH assistance to vulnerable persons. This position will work in informal tented settlements, collective shelter and host communities to ensure community engagement with hygiene activities and practices.
Area of intervention: Haouch Tall Safiye, Haouch Barada, Saaide, Jebaa, Addous, Deir El Ahmar, Btedaai, Haour Taala, Bouday and Chlifa
DIMENSIONS:
The successful APHP will implement tasks as set by the PHP officer and Programme manager, and include some routine checks in response to requests. The APHP will be assigned responsibility for public participation and community engagement.
As a young hygiene promoter you will have experience in public and environmental health. You will have experience in community engagement and mobilization.
As a part of the Hygiene Promotion team, you will have knowledge of carrying out procedures and activity plans.
Set performance objectives with your line manager.
Work patterns are routine.
Field work requirements are 80%

KEY RESPONSIBILITIES:
Assessment and Programme Design:
Participate in assessments and baseline studies to identify WaSH-related health risks and priorities.
Collect and record qualitative and quantitative data
Programme Implementation:
Implement PHP activities and events in WaSH e.g. baseline data collection, formation and training of WaSH committees and community based hygiene volunteers, community structures including women groups and children groups
Implement interventions for specific target groups, e.g. schools, youth groups, men, religious leaders
Monitor and report against key WaSH and health indicators.
The work will include administrative duties and co-ordination with other members of the project and with staff of other organisations
Liaise closely with the Public Health Engineering (PHE) Team throughout the implementation stages of the Public Health Promotion Programme.
To report regularly, verbally and in writing to the PHP officer and Programme Manager and to represent Nabad to other NGO’s, agencies and Government authorities where requested.
As part of a PHP team carry out NFI distributions if requested
Carry out Post Distribution Monitoring
Adhere to Nabad code of conduct procedures and other regulatory.
To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health promotion issues.
Carry out and establish systems and controls for daily site checks and documentation.
Create and maintain a good relationship with Oxfam policy and procedures
Responsible for keeping a log of all 'lessons learnt" during the project
Regular contact with the beneficiaries is maintained in target areas including refugee representatives, as well as with the wider community members, with particular attention to vulnerable groups and contribute to mentoring of community focal points providing regular accompaniment to their activities
Participate in defining the methods of community participation that ensure the greatest possible participation of vulnerable groups, and ensure correct implementation throughout all activities as appropriate
Deliver capacity development activities for community focal points on information dissemination topics and referrals
Prepare and facilitate community consultations on project activities, encourage and collect feedback and suggestions from community members, and provide orientation sessions as necessary and on topics covered by the respective projects
Maintain the list of focal points updated, and have regular contact with focal points in the communities through weekly interactions and mentoring in the implementation of their tasks
Programme approach:
Apply Nabad and Oxfam requirements on accountability to beneficiaries in the implementation of PHP activities
Programme reporting:
Contribute weekly PH team review and planning meetings
Reflect on programme experience to contribute to PHP /WaSH learning review
Provide regular and reliable narrative reports.
Coordination
Communicate with PHEs and protection teams and Oxfam team
Collect and report community level programme information.
As requested, participate in WaSH field based meetings with other stakeholders.
Actively participate in weekly team meetings
SKILLS AND COMPETENCE:
Knowledge of one or more of the following: public health, health or hygiene promotion, community development, education, community water supply and sanitation (or other relevant fields). Experience could substitute for a formal qualification, but not vice versa
Over 1+ years of relevant experience
Good organisational awareness.

The ability to present concise reports, sometimes at short notice,
