HEKS International Division – Humanitarian Aid TERMS OF REFERENCE Position                                               HEKS Humanitarian Aid Consultant Lebanon   Subject/purpose of position:     Representation of HEKS in Lebanon        Country:                                              Lebanon _______________________________________________________________________________ 1. BACKGROUND The conflict in Syria has been on-going for over two years and an end to the crisis is still not in sight. According to UN OCHA the conflict has so far resulted in some 70’000 deaths and almost seven million people in need for humanitarian assistance inside the country, including 4.25 million internally displaced, plus almost 1.4 million registered refugees in the neighboring countries of Jordan, Lebanon, Turkey, Egypt and Iraq. Amongst the affected of the Syrian conflict are also over half a million Palestinian refugees, who have lived in camps in Syria mainly around Damascus. Up to date 50’000 Palestinian Refugees from Syria (PRS) have registered with UNWRA in Lebanon. OCHA predicts that the number of PRS will rise to 70’000 by the end of July 2013   In Nahr el Bared the northernmost Palestinian Refugee Camp of Lebanon 700 Palestinian Refugee families from Syria and 50 Syrian refugee families have newly settled over the past six months. With only limited living space available and the bad state of general infrastructure, the living conditions of the refugee families from Syria is inadequate and difficult. Many families are sharing the same living space, there is no privacy. The close living conditions create additional stress and are a source of conflict. Next to the shelter situation, food is a problem and families report skipping meals since they lack the funds to buy food. Moreover it is reported that children are suffering from aggressive behavior, trauma, nightly bedwetting, social withdrawal and maladaptation in general. Against this background HEKS together with its local partner Association Najdeh has decided to implement a relief project to contribute to the living conditions of Palestinian Refugees from Syria (PRS) and Syrian Refugees in Nahr el Bared Camp/Lebanon. The project follows three main lines of intervention: adequate access to food and non-food items, improved health and hygiene situation of women, improved psychological and psychosocial wellbeing of PRS, refugee and host families 2. OBJECTIVE OF THE Mandate The humanitarian aid consultant represents HEKS in Lebanon and oversees and develops the the humanitarian response 3. GENERAL TASKS OF THE MANDATE represent HEKS in Lebanon attend Swiss Development Cooperation and Swiss Embassy Coordination meetings network with other Swiss NGOs in Lebanon attend UNHCR and UNRWA coordination and cluster meetings support current and future HEKS partners in Lebanon coordinate with other donors of HEKS partners (Christian Aid, Oxfam, etc.) monitor HEKS humanitarian aid projects in Lebanon financial monitoring of HEKS humanitarian aid projects in Lebanon identify possible partnerships and project opportunities prepare project proposals report to HEKS HQ on development of the Syrian refugee situation in Lebanon regular reporting to Programme Officer at HEKS HQ 4. Qualifications University degree or equivalent qualification relevant to this position At least 3 years management experience in emergency response programs, preferably in the region Thorough knowledge of the humanitarian sector Work Experience with NGOs, experience with Swiss actors is an asset Experience in working with local partners Sound knowledge of proposal writing, Project Cycle Management (PCM), budget management, monitoring and evaluation Sound knowledge of humanitarian standards. Ability to work in insecure settings and under time pressure Ability to work in a team Language skills: excellent written and oral proficiency in English, ability to communicate in Arabic.   5.
