PART-TIME MONITORING, EVALUATION AND REPORTING CONSULTANT Empowerment, Employment and Advocacy: Addressing Gender Inequality for Palestinian Women Refugees in Lebanon Project JOB DESCRIPTION Job Purpose To provide practical monitoring and evaluation support to the Association Najdeh (AN) Monitoring and Evaluation Officer, and compile information received from other Programme Coordinators into annual reporting formats, as part of 3 year EU project contract DCI-GENRE/2010/233-057 which is currently in its second year. The periodic support aims to clarify AN staff understandings of monitoring and evaluation issues and to provide support in compiling, checking and writing donor reports. The consultant will advise and coach 1 Association Najdeh staff member (M&E Officer) and work and interact with 4- 7 project coordinators. Accountability The consultant is a member of the CAFOD team providing support to our partner, Association Najdeh as they implement this project.  The consultant reports to the CAFOD Programme Officer for the Middle East (POME) based in London, with periodic feedback to the AN Executive Director, based in Beirut. The AN Executive Director must be copied into all email correspondence with the POME.  KEY RESPONSIBILITIES Monitoring & Evaluation: Checking, identifying and evidencing understanding   of AN staff and clarifying misunderstandings if needed Providing practical training and coaching, based on specific examples from the interim report, progress reports and Programme Monitoring Frameworks for the M&E Officer and other AN staff Monitoring improved understanding – Programme Monitoring Frameworks, Annual Frameworks  - of the M&E officer and other AN staff Reviewing Programme Coordinators’ design and use of simple project matrices and methods of measuring progress towards indicators.   Report Writing: Review M&E Officer Quarterly Progress Report drafts – grammar and content Writing and compiling the annual interim narrative report, in coordination with the M&E Officer and Programme Coordinators, focussing on analysis and impact. Working with Programme Coordinators & M&E Officer to develop their deeper analysis of impact The post holder is expected to work autonomously, with periodic contact with the CAFOD POME and the AN Executive Director. CANDIDATE SPECIFICATION Essential Degree  in  development, social works or equivalent degree Substantial professional experience in longer term NGO programme/project management in Lebanon. Demonstrated understanding of Monitoring & Evaluation and ability to train others in M&E Proven capacity to work in an advisory role Excellent communication and inter-personal skills Proficient written English skills Demonstrates thorough and methodical ways of working. Computer literacy (Microsoft Word, Excel, or equivalent). Must be currently residing in Lebanon.   Desirable Experience in working on gender awareness/women’s rights projects as well as issues facing Palestinian refugees Fluency in written and spoken Arabic The work is spread from October 2012 – March 2014, for an average of 11 days each quarter Some work periods may be more intensive than others. Specific Objectives: 1. To increase women’s empowerment through providing women with access to skills training, employment and participation in decision making structures. 2. To combat negative gender stereotyping through advocacy work at national and local level and through awareness-raising on women’s rights and issues concerning domestic violence. 3. To build capacity, promote learning and information sharing within AN, CAFOD and through the gender networks AISHA and PWF Partner Association Najdeh Target groups 1) Disadvantaged Palestinian refugees with no or very limited income in Ein El Hilweh, Beddawi and Nahr el Bared camps, including female headed households, young women and girls in large families and families that have a member who has a disability or chronic disease. 2) Association Najdeh 3) Member organisations of AISHA network. Final beneficiaries Direct beneficiaries include the 6,200 Palestinian refugees (70% women) and their household members, totalling 27,900; 30 staff of AN; AISHA network staff. Indirect beneficiaries include communities in other camps and gatherings in Lebanon, AISHA network beneficiaries across Middle East, and beneficiaries of other CAFOD gender programmes. Estimated results 1) Palestinians refugee families are better able to meet their economic and social needs through increased access to jobs for women. 2) Innovative ways of addressing gender inequality and negative gender stereotyping are piloted resulting in an increase in the number of women participating and making decisions in local committees. 3) There is reduced incidence of domestic violence through widespread awareness-raising and strengthened support mechanisms for those suffering from gender based violence. 4)Improved knowledge of CEDAW and the Istanbul Framework of Action and its implications amongst both the Lebanese and Palestinian community, and cooperation with key decision makers leads to the lifting of the Lebanese Government’s reservations on CEDAW articles 9, 16, and 29. 5) Learning is shared and replicated within gender networks and in CAFOD programmes to promote women’s empowerment. 6) Association Najdeh is skilled in identifying the impact of its interventions and has demonstrated improved upward and downward accountability. Main activities 1.     Set up of Programme (Office set up, Project Planning Workshop, Selection of beneficiaries, baseline survey) 2.     Access to Employment (Vocational training courses, awareness raising, job placement and right to work campaign, M&E) 3.     Leadership and decision making (leadership training, formation of women’s committees, M&E) 4.     Violence against Women (Service provision, support groups, awareness raising, domestic violence survey, and M&E 5.     CEDAW and Istanbul Framework (Follow up, awareness raising, lobbying Government and M&E) 6.     Learning (development of resources, learning events and M&E) 7.     Strengthening AN Monitoring and Evaluation Capacity to Enhance Accountability
