Field Engineer - WASH Officer - Based on Donor Approval

Tankamel Sawa is a Lebanese non-governmental humanitarian organization, politically independent and undenominational.
We aim and act to support communities and individuals who find themselves in situations of difficulty and need, mobilizing resources in the best way in order to ensure efficient and sustainable solutions.

The Field Engineer-WASH Officer will be responsible for the planning, implementation, and supervision of WASH activities under the project, including water trucking, desludging, hygiene/NFI distributions, and minor rehabilitation works. He/she will ensure that all activities are implemented in line with technical standards, operational plans, and donor requirements, while maintaining quality, efficiency, and accountability to beneficiaries.

Essential Responsibilities and Duties:

WASH Operations (Water Trucking & Desludging):

· Plan and supervise water trucking activities, ensuring adequate water supply and coverage in targeted areas;
· Monitor water quality and ensure compliance with public health and WASH standards;
· Organize and oversee desludging operations, including scheduling, site identification, and safe disposal;
· Supervise service providers (contractors, trucking companies) and verify delivered quantities and services;
· Maintain proper documentation (delivery notes, logs, service verification forms);

NFI and Distribution Activities:

· Support planning and implementation of hygiene kit and other NFI distributions;
· Ensure proper targeting, registration, and verification of beneficiaries;
· Supervise distribution processes to ensure they are conducted safely, fairly, and with dignity;
· Ensure availability of feedback and complaint mechanisms during distributions;
· Monitor post-distribution outcomes and report gaps or issues.

Technical WASH Works (Rehabilitation & Maintenance):

· Conduct field assessments to identify needs for minor rehabilitation of water and sanitation systems;
· Support preparation of technical documents (BOQs, specifications, etc.);
· Supervise implementation of rehabilitation and maintenance works on-site;
· Ensure compliance of works with technical standards and project requirements.

Field Supervision and Monitoring:

· Conduct regular field visits to monitor project activities and ensure quality implementation;
· Ensure that materials, equipment, and manpower are available on-site when required;
· Monitor the use of project resources and ensure efficient utilization;
· Identify challenges and propose corrective actions in coordination with the project team.

Coordination and Reporting:

· Coordinate with local authorities, municipalities, service providers, and community representatives;
· Support coordination with WASH sector partners and other stakeholders;
· Prepare regular reports on project progress and activities;
· Maintain accurate records and documentation of all activities.

Compliance, Safety and Protection:

· Ensure implementation of activities in line with TKS policies and donor requirements.
· Promote safe working conditions and ensure compliance with safety procedures.
· Ensure inclusion of gender, protection, and Do No Harm principles in all activities.
· Support accountability to affected populations and safeguarding standards.

Qualifications:

Education and Certifications:

  • Bachelor in Civil Engineering, Environmental Engineering, or related discipline.

Languages:

  • Very good English and Arabic

Experience:

  • Minimum 3 years of relevant working experience.
  • Experience in WASH programming, including water trucking, desludging, and NFI distributions is highly preferred.
  • Previous experience working with NGOs in similar position is mandatory.

Competencies:

  • Strong field supervision and coordination skills
  • Ability to work with contractors and service providers
  • Good reporting and documentation skills
  • Must be adept in use of MS Office applications
  • Knowledge of AutoCAD
