MEAL Officer - Based on Donor Approval

Tankamel Sawa is a Lebanese non-governmental humanitarian organization, politically independent and undenominational.
We aim and act to support communities and individuals who find themselves in situations of difficulty and need, mobilizing resources in the best way in order to ensure efficient and sustainable solutions.

The MEAL Officer will work across all components of the project and is responsible for monitoring, data collection, analysis, and reporting. He/she will ensure high-quality data management, confidentiality, and compliance with TKS, arche noVa, and donor (GFFO) requirements. The role contributes to evidence-based programming, accountability to affected populations, and continuous learning.

Essential Responsibilities and Duties:

Monitoring, Data Collection and Quality Control:

· Support needs assessments and baseline/endline surveys (methodology, tools, training, and implementation);
· Conduct household-level and field data collection related to project activities (WASH services, distributions, etc.);
· Ensure quality control of data collection processes through regular field monitoring and spot checks;
· Review and validate collected data and assessment statistics;
· Ensure proper data disaggregation (sex, age, disability, vulnerability criteria);

Data Management and Reporting:

· Support development and maintenance of Indicator Performance Tracking Tables (IPTTs), output trackers, and reporting tools;
· Consolidate, clean, and analyze data from different project components;
· Ensure data accuracy, consistency, and confidentiality;
· Prepare regular monitoring reports and contribute to donor reporting (including GFFO);
· Maintain organized databases and ensure proper filing and archiving of all MEAL documents;

Evaluation and Learning:

· Support internal and external evaluations, audits, and assessments;
· Contribute to the development and revision of data collection tools and methodologies;
· Document lessons learned, best practices, and challenges;
· Support adaptive programming through evidence-based recommendations;

Accountability to Affected Populations (AAP):

· Support the establishment and monitoring of feedback and complaint mechanisms;
· Ensure complaints and feedback are properly recorded, analyzed, and followed up;
· Ensure accountability and transparency in project implementation;

Community Engagement and Mobilization:

· Support the establishment and follow-up of community committees using participatory approaches;
· Facilitate community meetings, awareness sessions, and information campaigns;
· Ensure inclusion of women, persons with disabilities, and vulnerable groups in community structures;
· Serve as a focal point to receive feedback, complaints, and community concerns;
· Support training sessions for community groups and volunteers;

Coordination and Communication:

· Coordinate closely with program teams and the MEAL Coordinator (arche noVa);
· Participate in weekly program meetings and provide updates on M&E activities;
· Maintain strong relationships with local stakeholders, municipalities, and communities;
· Report any operational, protection, or safety concerns to the line manager;

Qualifications:

Education and Certifications:

  • Bachelor in Statistics, Social Sciences, Public Health, or related discipline

Languages:

  • Very good English and Arabic

Experience:

  • Minimum 2–3 years of relevant working experience in MEAL
  • Experience in humanitarian or NGO sector is mandatory
  • Experience in WASH, distributions, or emergency response is an asset

Competencies:

  • Strong data collection, analysis, and reporting skills
  • Experience with data collection tools (Kobo, ODK, or similar)
  • Strong attention to detail and data quality
  • Ability to work in field conditions and engage with communities
