Operations Manager

The Operations Manager is responsible of overseeing and having responsibility for all activities within the organization which contribute to the effective production of quality service care Balsam aims to provide to the community. He ensures organizational effectiveness by providing leadership for the organization's financial and operational functions and contributes to the development and implementation of organizational strategies, policies and practices. Holder of this position reports to the Executive / Medical Director and interacts closely with the Board of Directors. Responsibilities by Function:   Strategic Input: -       Play a significant role in the development and improvement of operational systems, processes and strategic short term and long term plans in support of organization’s mission. -       Liaise with Board and ED   Coordination and Supervision: -       Manage and increase the effectiveness and efficiency of the workings of the various departments in the organization in support of the organization’s mission  through improvements to each service as well as coordination and communication between different services   Best Practices: -       Formulate and implement departmental and organizational policies and procedures to maximize output -       Monitor adherence to rules, regulations and procedures appropriate to national context -       Drive initiatives in the management team that contribute to long-term operational excellence -       Facilitate information sharing across internal teams -       Set up effective financial management systems Financial: -       Review monthly financial statements and data -       Utilize financial data to improve efficiency -       Develop and manage agency budget in coordination with the Executive Director -       Oversee monthly and quarterly assessments and forecasts of organization's financial performance against budget, financial and operational goals. -       Recommend effective strategies (fundraising events) for the financial well-being of the NGO -       Supervise all fundraising and accounting systems and procedures capturing all pledges, billings and receipts -       Payroll management -       Disbursement of checks for agency expenses -       Monitor the production of the annual report -       Ensure that auditors’ requests are met and communicated in a timely manner   Human Resources: -       Monitor with the HR coordinator the effective use of human resources and their performances -       Discuss the HR needs with the HR coordinator and communicate any needs to the ED -       Supervise procedures of job posting, interviewing, recruitment and placement of required staff conducted by the HR coordinator -       Monitor the payroll process -       Ensure that Balsam employment practices are in line with the Lebanese regulatory norms   Logistics: -       Maintain office and office equipments -       Identify any logistic needs, communicate them to the ED and the board of directors and act upon their decision -       Ensure that the machinery and equipments used meet an acceptable standard and generates positive feedback from patients -       Ensure that personnel, client, donor and volunteer files are securely stored and privacy/confidentiality is maintained -       Supervise organizational duties of staff and responsibilities   Managing third party relations: -       Ensure that standard procedures are followed when third parties are hired -       Ensure that the party properly executes the agreed upon tasks -       Organize meetings and events
