Livelihoods Technical Manager

The Key functions of the Technical Manager are:
 

1. Strategy and Policy development

  • Responsible for developing livelihoods policy and framework in line with the B&Zs mission and values
  • Ensure that the policy is mainstreamed throughout B&Z livelihoods programmes
  • Continuous liaison with other actors (INGO, LNGO, UN, local authorities, civil society) and other B&Z sector teams for context analysis to inform strategic approach
  • Develop strategies to integrate livelihoods best practices into country programmes

2. Project development and Proposal writing

  • Contribute to development and formulate of high quality proposals according to B&Z priorities as identified in the country operational plan
  • Ensure that all activities are included in project M&E plans and work closely with the M&E Manager to ensure learning is institutionalized in programming. Ensure key lessons learned are incorporated in new project proposals
  • Responsible for securing adequate funding to support livelihoods projects in the areas of intervention

3. Technical Management

  • Provide technical support to the project teams per the programmes. This including devising implementation plans per project/programme
  • Ensure that timely technical support and advice is provided to the project team to make sure the project is implemented on time and to budget
  • Undertake periodic technical management field visits to the project location (in coordination with the field management team) and report on progress to the line manager with clear recommendations

4. Capacity building

  • Responsible for developing tailor made training materials based on the project requirements and the needs of the project team
  • Responsible for delivering custom made trainings as necessary
  • Ensure B&Z are kept aware of current trends and best practices in relation to Livelihoods
  • Proactively exchange learning and synergy with other stakeholders in the sector

5. Communication and Networking

  • Actively engage B&Zs work and participate in the external meetings and working groups such as the UN cluster meeting and other, as relevant
  • Establish appropriate information-sharing relationships with staff in similar positions within other INGOs, government agencies and academic institutions
  • Pro-actively communicate and coordinate with other relevant B&Z teams to ensure safe, timely, effective and accountable achievement of objectives and targets
  • Pro-actively liaise and build good rapport with INGO, UN, local authority officials, community representatives, and any other relevant stakeholders
  • Represent B&Z where appropriate with implementing partners, government, and donor entities at field level – mainly Mercy Corps/EC. Help build strong relationships with donors and UN agencies at field level to ensure predictable funding for B&Zs programming

6. Reporting

  • Prepare periodic reports on all activities following specified formats and agreed schedules
  • Manage the efficiency and effectiveness of all activities to ensure maximum impact and sustainability

Additional Tasks

Undertake any other responsibilities assigned by the line manager

  • Essential qualifications
  • Minimum 5-7 years of working experience in a humanitarian context and experience
  • Minimum 5 years technical experience in livelihoods programming
  • Understanding of protection principles, conflict sensitivity
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment
  • Previous experience in Lebanon or similar context
  • Track record in developing and securing funds for livelihoods projects from institutional and other donors
  • Excellent analytical skills
  • Good team player
