Job Purpose: Developing the protection program in B&Z by designing, and planning new projects and necessary frameworks ensures the mainstreaming of protection principles and safeguarding policy in all aspects of B&Z work.
Major Activities :
- Responsible to provide technical contributions to Protection program design and implementation in line with B&Zs operational plan/strategy.
- Develop detailed implementation plans related to protection programming in Lebanon in close collaboration with the project team and other relevant departments.
- Design and develop the integrated protection program strategy/model based on B&Zs protection policy, needs, and gaps in the areas of intervention.
- Update B&Z protection-related policies through a wide consultative process and subsequently mainstream throughout B&Zs protection program in Lebanon
- Represent B&Z at the protection sector meetings and other relevant meetings hosted by external stakeholders such as the government ministries, NGO forum, and civil society organizations in Lebanon
- Work closely with the protection project team members, the Country Director, and the Centre managers to build a coherent program development and implementation based on the operational plans/strategies in Lebanon
- Mainstream protection strategies/policies and standardized modalities across B&Z programs including the capacity to build the relevant staff members.
- Work closely with the Grant Management team to design projects and secure funding based on needs and gaps in the areas of interventions.
- Work closely with the Livelihoods, Education, and Peacebuilding Technical Managers to ensure multi-sector program capacity is continuously integrated and improved.
- Represent B&Z with appropriate Donors and other stakeholders.
- Provide input for donor periodical reports and other requests as appropriate
- lead the development and integration of gender equality and protection approaches into the planning, implementation, and monitoring of all current and future B&Z programs. This role works in close collaboration with the Country Director, Program Managers, the M&E Manager, and the HQ-based chief development officer.
- Develops and roll out a gender and protection mainstreaming strategy, including tools and training for staff on their use.
- Ensures robust gender and protection mainstreaming in program design and MEAL frameworks, the development of gender equality and protection strategies as well as building the technical capacity of the Program Managers and field teams.
- Ensure that B&Z program activities target the most vulnerable, enhance safety, and dignity, and promote and protect the human rights of program participants without contributing to or perpetuating discrimination, abuse, violence, neglect, and exploitation.
People Management: Will manage technically all protection program staff.
Miscellaneous:
- Carry out any other tasks as assigned by the line manager.
- Provide input and support from a protection point of view to senior management and staff as needed.
Key Performance Indicators:
- Design and plan protection project, and contribute to the proposal writing process.
- Conduct program quality monitoring in the areas of operations and produce reports for the senior management + and country office
- Ensure the Effectiveness of the Program Implementation through the necessary planning, training, monitoring, and follow-up
- Mainstream safeguarding policy.
- Ensure the sustainability of the protection program by securing the necessary funding.
Education & Experience:
- Master’s degree in humanitarian/refugee law and/or other related fields with an in-depth understanding of middle-east and Lebanon context.
- Minimum of five years of progressive experience in protection technical management at a professional level managing programs with I/NGOs and/or UN, preferably in the middle east.
- Proficient and experienced in planning, monitoring, and reporting programs against key milestones.
- Excellent interpersonal, networking, communication, negotiation, and facilitation skills.
- Excellent reading and writing skills in English and Arabic including excellent analytical skills.
- Willingness and ability to travel within Lebanon and across the region.
