Job Purpose :
The Emergency WaSH Engineer will be responsible for designing, implementing, and monitoring Water, Sanitation, and Hygiene (WaSH) activities in collective shelters, ensuring that emergency interventions meet the needs of displaced and vulnerable populations. The role requires both technical expertise and strong coordination with other sectors (shelter, health, etc.) to provide adequate WaSH services, including access to safe water, sanitation facilities, and hygiene promotion in a crisis context.
Key Responsibilities :
- Assessment and Planning:
- Conduct rapid needs assessments for WaSH infrastructure in collective shelters.
- Design and plan appropriate WaSH interventions based on identified needs, ensuring alignment with international humanitarian standards (e.g., Sphere Standards).
- Develop technical specifications, bills of quantities (BoQs), and drawings for water supply, sanitation systems, and waste management facilities.
- Project Implementation:
- Oversee the maintenance, installation, and rehabilitation of water and sanitation systems, including latrines, water supply pipelines, storage systems, and drainage networks.
- Ensure the quality control of materials, workmanship, and compliance with relevant safety and engineering standards.
- Supervise contractors and laborers to ensure timely and efficient completion of WaSH facilities.
- Coordination:
- Collaborate closely with other sector teams (Shelter, Health, Protection, etc.) to ensure an integrated approach to services in the collective shelters.
- Coordinate with local authorities, community representatives, and other stakeholders to ensure community participation and ownership of WaSH interventions.
- Attend cluster meetings, and coordinate with other humanitarian actors to avoid duplication and ensure the coherence of interventions.
- Monitoring and Reporting:
- Monitor the functionality and maintenance of WaSH infrastructure and services in shelters.
- Ensure timely reporting on project progress, challenges, and any changes in the situation.
- Collect and analyze data to assess the impact of WaSH interventions on the target population.
- Hygiene Promotion:
- Work with hygiene promotion teams to design and implement behavior change communication strategies that promote safe hygiene practices.
- Support the development and dissemination of hygiene materials and training sessions for shelter residents.
- Capacity Building:
- Provide on-the-job training and capacity-building to local staff and community members in basic water and sanitation system management.
- Develop standard operating procedures (SOPs) for maintaining WaSH systems in shelters.
Education & Experience:
- Degree: Bachelor’s or Master’s degree in Civil Engineering, Environmental Engineering, Water Resource Management, or a related field.
- Experience: Minimum of 3-5 years of experience in emergency WaSH programming, particularly in crisis contexts (preferably in collective shelters or refugee/IDP camps).
- Technical Skills:
- Proven experience in the design and construction of WaSH infrastructure.
- Knowledge of humanitarian standards (e.g., Sphere) and best practices for emergency WaSH interventions.
- Ability to conduct technical assessments and feasibility studies for water and sanitation projects.
- Experience with water quality testing and environmental sanitation solutions.
- Soft Skills:
- Excellent organizational, planning, and communication skills.
- Problem-solving and adaptability in high-pressure, dynamic environments.
- Cultural sensitivity and the ability to work in diverse teams.
- Languages: Fluency in English and Arabic is required.
Desirable:
- Experience working in humanitarian settings and with displaced populations.
- Knowledge of gender-sensitive WaSH programming and the ability to integrate protection principles into WaSH interventions.
