Call for ISO 22000 Implementation Consultant- Food System Challenge

Context & Background

About FSC PROJECT

The Food System Challenge supports businesses to solve core challenges of the food system in Lebanon, and more specifically in the sectors of dairy and meat production (cow, goat, sheep), cereals and pulses (and its by-products), protected horticulture (Classical green houses, hydroponics, and aquaponics), and domesticated edible herbs and plants.

The Food System Challenge is implemented by the World Food Programme (WFP) and Berytech through support from the German Federal Ministry of Economic Cooperation and Development (BMZ).

Throughout FSC’s previous and current cycles, the program supported over 40 SMEs to fortify the Lebanese food system to create a more sustainable ecosystem.

SME Background

Dairy Baroud, founded in 1975 and registered as Baroud Center SAL in 2023, is a well-established dairy producer in Lebanon. Specializing in production of dairy products such as white cheese, hard cheese, yogurt, and labneh, the company sources fresh milk from local farmers and has built a strong reputation for quality and sustainability. As part of its transformation journey under the Food System Challenge (FSC), Baroud Center SAL aims to implement ISO 22000 certification to strengthen food safety compliance, meet market demands, and expand its reach into international markets.

Objective To provide end-to-end consultancy services that enable Baroud Center SAL to design, implement, and achieve ISO 22000 certification, ensuring compliance with international food safety standards and enhancing operational practices.Scope of work

The consultant will be required to deliver the following services:

The consultancy will provide services in the following areas:

  1. Gap Analysis and Needs Assessment
    • Conduct a comprehensive audit of existing processes, SOPs, and facilities against ISO 22000 requirements.
    • Identify gaps in food safety management practices, infrastructure, and documentation.
  2. System Development and Documentation
    • Develop and implement a Food Safety Management System (FSMS) tailored to Baroud Center’s operations.
    • Create and update SOPs for critical control points (CCPs), hazard analysis, traceability, and waste management.
  3. Training and Capacity Building
    • Provide training to employees on ISO 22000 standards, food safety protocols, and best practices.
    • Develop training materials and conduct workshops for staff at all operational levels.
  4. ISO 22000 Implementation
    • Oversee the implementation of the FSMS, including risk assessments, record-keeping, and corrective actions.
    • Support infrastructure and equipment upgrades necessary for compliance.
  5. Pre-Certification Audit
    • Conduct internal audits and readiness assessments to ensure compliance with ISO 22000 standards.
    • Address any non-conformities identified during the audits.
  6. Certification and Post-Certification Surveillance
    • Assist Baroud Center in obtaining certification from an accredited ISO certification body.
    • Provide ongoing support for one year to ensure continued compliance and improvements.
Key Deliverables
  1. Gap analysis report with recommendations for ISO 22000 compliance.
  2. Comprehensive FSMS documentation, including SOPs, CCPs, and traceability systems.
  3. Training materials and records of workshops conducted.
  4.  Internal audit reports and corrective action plans.
  5. Follow up the certification audit and provide recommendations for continuous improvement.

Duration

The selected Consultant is expected to start their activities as soon as possible after selection (the effective date is to be confirmed), and the contract duration is up to 4 months. Qualifications:

The ideal consultant/consultancy firm should meet the following criteria:

  • Proven experience in ISO 22000 implementation and certification in the food industry.
  • In-depth knowledge of dairy production processes and food safety management.
  • Strong background in training and capacity building for SMEs.
  • Familiarity with Lebanese and regional food safety regulations is preferred

How to Apply

The selected Consultant is expected to start his/her activities soon after selection; the exact timeline and effective working days are to be set based on both the company’s and the Consultant’s availabilities. The total budget allocated for the intervention is between $4,000 and $4,500.

Candidates should submit the following documents.

  • Technical (maximum two pages) describing the methodology to conduct the work based on the content suggested in the section: “Scope of Work, Duration, and Deliverables” elaborating it further.
  • Profile and project references (maximum two pages): A brief explanation of the consultant(s) background should be submitted (CVs should be included as an annex) along with project references on the topic.
  • Financial Proposal describing the expected remuneration and the proposed timeframe of the intervention. Quotations in response to this RFP must be priced on a Level-of-effort (Number of working days) term contract, all-inclusive basis, including delivery and all other costs. Pricing must be presented in USD and offers must remain valid for not less than 30 calendar days after the offer deadline. Offerors are requested to provide quotations on their official quotation format or letterhead.

Depending on the situation, each client has the right to take conference calls instead of site visit. The client has the right to stop meeting consultants/consultancy firm at his disclosure.
