Call for Proposal – Training Session on Carbon Credit Markets for Waste Valorization & Sustainable Energy Clusters

Background

The Waste Valorization Cluster (QEEMA) and the Sustainable Energy Cluster are organizing a capacity-building session to introduce cluster members to the carbon credit market and its potential relevance to Lebanon.

As global and regional attention increases on climate finance, carbon markets are emerging as an important mechanism for channeling investment into projects that reduce or avoid greenhouse gas emissions. For companies active in waste valorization and sustainable energy, understanding how these markets work is critical to accessing new funding opportunities, aligning with global standards, and positioning Lebanon in the circular and low-carbon economy.

 

Objectives
  • The objective of this assignment is to engage a qualified trainer/expert to deliver an introductory 3-hour session on carbon credit markets for 15–25 participants.
  • The session should provide participants with a clear, practical overview of how carbon markets function, what opportunities exist for waste and energy projects, and the latest trends shaping this rapidly evolving space.
  • Each participant should leave with a template feasibility checklist for a project and a simple credit revenue model.

 

Scope of Work
  1. The trainer will be expected to design and deliver a session that covers:
  2. Carbon Market Fundamentals
    • What carbon credits are and how they work (compliance vs voluntary markets).
    • Key concepts: offsets, additionality, baselines, MRV (monitoring, reporting, verification).
  3. Global and Regional Landscape
    • Overview of global carbon markets and trends.
    • MENA region developments, including voluntary markets and regional initiatives.
  4. Opportunities for Lebanon’s Waste & Energy Sectors
    • Which types of projects (composting, anaerobic digestion, biogas, RDF, renewable energy, efficiency) are eligible for credits.
    • Benefits and challenges of participation.
    • Lebanon specific considerations (policy gaps, emission factors, data availability)
  5. Case Examples
    • Selected international or regional case studies showing how projects monetized carbon credits.
    • One applied calculation from a Lebanese or regional project
  6. Next Steps for Companies
    • Practical guidance on what cluster members can do now to start preparing (data collection, partnerships, feasibility checks).
    • Mini toolkit: decision tree (“is my project carbon-creditable?”), simple excel calculator (estimate credits & revenues), templates for data collection/MRV.
    • Map of brokers, verifiers and buyers in MENA.
  7. Q&A and Interactive Discussion
    • Engaging participants to reflect on opportunities and challenges in their context.
    • Live calculation exercise with participant input

 

Deliverables

  • Delivery of a 3-hour in-person workshop session in Beirut.
  • Training handout including list of funding sources and key takeaways
  • A practical mini toolkit (calculator, templates)
  • 2 hours (total) of post-training office hours (virtual or in-person) to support cluster members with feasibility questions.

 

Qualifications
  • Proven expertise in carbon markets, climate finance, or related fields with experience in MENA or similar contexts.
  • Strong knowledge of project eligibility and financing mechanisms relevant to waste and energy sectors.
  • Experience in delivering training or workshops for mixed audiences (SMEs, corporates, startups).
  • Excellent communication and facilitation skills, with the ability to simplify complex concepts for a non-specialist audience.
  • Familiarity with Lebanon’s renewable energy and waste management ecosystem is an asset.
