GIMED- Terms of Reference for the development of a National Roundtable for Green Financiers in Lebanon.

This activity is launched under the ENI CBC Med funded GIMED project, a project aiming at supporting green entrepreneurs to better access finance and market in the Mediterranean.

Objective :

With the objective of moving to a better-connected investment eco-system that has the knowledge and tools to best invest in eco-innovative ventures, we aim to launch an activity to implement a “Green Investment Roundtable” focusing on green and impact investment. This includes:

• Organize a roundtable discussion gathering financiers to discuss about the different funding mechanisms available for green entrepreneurs and the opportunities to develop.

• Develop a report that describes the status of green funding in Lebanon and recommendations to improve opportunities in this sector. This should consider the summary of discussions held in the roundtable, benchmarking with regional opportunities and identification of potential investment networks and funding mechanisms for green entrepreneurs.

Deliverables: 

1. IMPLEMENTING GREEN ROUNTABLE EVENT FOR FINANCIERS:

 . A physical event focusing on eco-innovation and green impact investment (including all funding mechanisms) in Lebanon inviting investors and donors to discuss this topic and suggest a valid roadmap for Lebanon.

• The event can include showcasing examples of green investments from other countries, round table to focus on the Lebanese market.

• The audience can include green SMEs, investors, green investment experts, the Switchmed coalition.

• The participants shall be identified and invited by the consultant

2. DEVELOPING A REPORT:

The Consultant will start the work after the validation of their offer by the contractor and the signature of an agreement and shall coordinate with Berytech team for the strategy and implementation along the whole process

Timeline:

1. Concept note and event design - 1 week after notification

2. Roundtable event - 3 weeks after notification

3. First draft of the report + roadmap - 5 weeks after notification

4. Final report + roadmap - 6 weeks after notification

All the deliverables will have to be presented in English and validated by the Contractor within one week after the submission, before moving to the next step of the assignment. In addition, regular calls will be organized with the contractor. The final report should be presented to the contractor in a proper format including design, layout, and content.

Means of work and eligible costs:

Equipment (if any), consumables, location rental should be included in the financial offer as a lump sum.

Eligibility:

Applicants must fulfill the following requirements:

- Be an individual consultant, firm or association. Note: This ToR is not a subvention but a provision of services.

- Be able to comply with national fiscal context and rules for receipt of international funds.

- Partnership and subcontracting are allowed, provided that the legal applicant entity has a substantial role in implementing the assignment. The applicant will be the only legal entity with which the contract relation will be established.

- Experience in finance and investment with specific focus on the Lebanese and regional context.

- Desirable knowledge or experience in the environment/sustainability/green investments / impact investment and circular economy.

- Excellent English writing skills

How to apply and selection process:

Candidates should submit the following documents:

- Technical: The Consultant should elaborate a specific methodology to conduct the work. An implementation calendar should be delivered, including potential roundtable dates.

- Financial offer: a lump sum for all costs related to the implementation of event and elaboration of deliverables.

- Profile and project references: the consultant should submit professional CVs and project references on the topic.
