1. Background
Berytech is a leading organization in the Entrepreneurial Eco-system in Lebanon, that aims to provide a conducive environment for the creation and development of startups, through incubation, business support, counseling, funding, networking, and company hosting, hence taking part in the economic revival of the country, participating in wealth and job creation, and retaining graduates and high-level skills in Lebanon.
The ACT (Agrifood Clean Tech) Smart Innovation Hub takes a sector-wide approach for economic growth by stimulating innovators and entrepreneurs to put their creativity and energy at the service of the agrifood and cleantech sectors, encouraging them to develop local solutions to the challenges faced by Lebanon and the globe. Berytech launched The ACT Smart Innovation Hub initiative in 2019, with funding from the Kingdom of The Netherlands.
- Purpose
To commission a comprehensive, communications-driven sector report on Lebanon’s agrifood industry that blends data and narrative, leverages existing studies, and provides actionable recommendations. The report will serve as both a benchmark for policymakers, investors, entrepreneurs, and the public, and as a flagship communication and advocacy tool for Berytech, strengthening positioning with stakeholders, media, and donors.
- Objectives
- Map & Benchmark: Provide a clear picture of Lebanon’s agrifood sector, including value chains, key players, and GDP contribution, benchmarked against regional and global peers by consolidating existing donor and agency research into a clear, digestible narrative.
- Highlight Trends & Innovations: Showcase innovations in agritech, food processing, circular economy, sustainability, and digitalization.
- Identify Gaps & Challenges: Analyze barriers in finance, policy, infrastructure, skills, and technology adoption.
- Spotlight Opportunities: Define investment and growth opportunities across agrifood value chains and subsectors.
- Tell the Story: Use case studies and narratives to humanize the sector and showcase Lebanese success stories.
- Support Advocacy & Visibility: Ensure findings are framed for external communications and stakeholder engagement.

- Inception (Weeks 1–2) o Kickoff with Berytech.

- Review existing reports, donor studies, policy documents, and regional/global benchmarks.
- Focus on agrifood value chains, competitiveness, and innovation.
- Stakeholder Consultations (Weeks 5–7)
- Conduct 6–8 key informant interviews (entrepreneurs, investors, policymakers, academics, donors).
- Collect insights to validate findings and add depth to analysis.
- Analysis & Drafting (Weeks 7–9) o Synthesize findings into a coherent narrative.
- Integrate case studies and highlight opportunities/gaps.
- Validation (Weeks 10–11) o Share draft report with Berytech and selected stakeholders for feedback.
- Refine content and recommendations based on feedback loop.
- Finalization (Week 12) o Deliver final report in Word/PDF format (no design/infographics).

- Consultant/Agency Profile
- Demonstrated expertise in agrifood, agritech, or circular economy research.
- Strong background in policy analysis and investment-readiness insights.
- Experience in data synthesis and writing for mixed audiences (policy, business, general public).
- Proven track record of producing communications-oriented research outputs.
- Ability to deliver in English; Arabic delivery a plus.
- Evaluation and approval
- The deliverables will be evaluated based on the quality, accuracy, and adherence to the objectives.
- The responsible person/department will review and approve each deliverable before finalization.
