The programme entails outreach to refugee and host populations living in informal settlements in the South and Mount Lebanon to assess the mental and physical health needs of their residents, with an emphasis on women and their children. The outreach staff will perform exams, provide antenatal care to pregnant women and educate the community on a myriad of important subjects; contraceptives and family planning tools will be made available to women who would like to prevent or space out pregnancies. Beneficiaries who need counselling will be referred to the Blue Mission Centre for psychosocial intervention.
Since “Blue Mission Organization” is in the process of executing a project for which requires the service and collaboration of a “Project Manager”.

Duties/Assignments:
- The Project Manager will oversee day-to-day operations and implement the project’s activities, ensuring that the program is on time, within budget, and delivers high-quality results. He/she will be based in Saida Office and will require frequent visits to south of Lebanon as per the project activities. He/she will also have to conduct end, bimonthly and (weekly) report as deemed needed with the Program Director and the international advisor
Activity Design, Implementation And Monitoring:
- Design the project’s activities, building on Blue Mission Approach, Community Dialogue Approach, Enduring Change Package and other methodologies and tools used in Blue Mission;
- Analyze conflict, stabilization and social cohesion dynamics in target communities and ensure activity design responds to and is informed by these;
- Ensure ’s project activities are inclusive, and conflict and gender-sensitive;
- Adapt activity design to digital and virtual methods to ensure project continuity in times of movement restrictions due to pandemics, tensions or other factors.
- Regularly monitor the quality, resonance, reach, the relevance of project activities by organizing reflection and learning meetings (in close collaboration with the team); Continually analyzing achievements and developing appropriate action to achieve envisioned results
- Managing local project staff (Project officers and field staff) through planning workshops, the elaboration of annual, quarterly and monthly work plans with the concerned team, coordination with stakeholders in the field and day-to-day management of the implementation team.
- Reporting to the donor on the basis of the agreed reporting schedule
- Participate in the design of new programs and projects to ensure that your learning from ongoing activities informs the design of new projects.
- Participate in project launch, mid-term reviews and close-out workshop.
Project Planning and Reporting
- Reporting and consulting with the Organization’s director on project updates, communication regularly.
- Prepare weekly, Monthly and Annual project reports in coordination with the team and get it reviewed by the Organizational Director
- Communicating with the partner organization as and when expected
- Plan the work of the project team, including capacity building of the team, partners and target participants in consultation with the organization’s director;
- Ensuring quality driven work and meeting deadlines
- Ensure high-quality data collection and proper documentation for each activity by the relevant staff;
- Develop and follow the project’s weekly work-plans that derive from the monthly and final work plans;
- Develop and regularly update the project’s work-plan as per the need of the project.
- Ensure that costed work plans for the project are developed and regularly updated;
- Produce activity and project reports that are drafted in a results-based manner, ensuring high quality, consistency and completeness;
- Produce at least one well-written success story from the project per quarter; and
Team Management and Supervision
- Support the director in managing the recruitment process for consultants, staff (temporary and full time) when needed, to ensure human resources meet the needs of the project;
- Supervise, guide, evaluate the team members, ensuring a high team spirit and excellent atmosphere
- Set objectives and performance plans with your team and regularly evaluate staff performance in a collaborative and inclusive manner, providing regular and honest feedback, in discussion with director;
- Provide technical leadership and oversight to project staff;
- Ensure the welfare of all affiliates of the project is taken care of in line with agreements set with them;
- Lead by example in your team in terms of compliance with Blue Mission policies, that include but not limited to Code of Conduct, Partnership Policy, Child Protection Policy, Conflict of Interest Policy, among others;
- Ensure team issues and grievances are resolved collaboratively in consultation with organization’s Director;
Relationship with Stakeholders
- Maintain a network of participants, stakeholders and influencers at the local and national and level and a contact database relevant to the project;
- Manage the partnership agreements with the various stakeholders by keeping track of contracts and their end dates, ensuring timely renewal of agreements and keeping track of support provided to each stakeholder;
- Develop and maintain proactive, positive and professional relationships with consortium partners, civil society organizations, international organizations, UN agencies, media outlets, ministries, local authorities and local communities;
- Build connections between local community mental health and covid 19 activities to ensure project activities are locally driven;
- Ensure Blue Mission has a key role in reinforcing partner’s capacity to deliver appropriate services (this can be removed as much has been mentioned about capacity building).
- Ensuring organization’s director in consulted before new partnership formulation.
Hikma healthcare implementation Responsibilities:
- Oversee clinical use of the Hikma Health system by healthcare workers with patients
- Identify custom forms, workflows, and feature requirements needed by the clinic and work with Technical Lead under the supervision of the Director implemented within the Hikma Health system
- Lead training for clinicians on the proper use of the Hikma Health system and provide additional support
- Collaborate with the Technical Lead to ensure the proposed electronic solutions are aligned with data-protection rules and data safety
Capacity Building:
- Contributing to capacity building of local staff to enhance The Sphere training future engagement in humanitarian operations.
Finance:
- On the reporting side the weekly and monthly narrative reports will need to be accompanied by monthly statements of expenditure, with much more intensive budget tracking
Security
- Providing information on the security situation to Director of Blue Mission
- Overseeing the implementation of Security policies and procedures required.
• University of applied sciences degree in health, mental health, or a comparable specialized qualification suitable to the position
• At least 5 years of experience in the field of health and Nutrition Security and /mental health, and / or management for international or antion(aid) organisations, preferably in the Lebanon south and chouf.
• At least 5 years experience in leadership/managerial roles.
• Very good analytical skills for evaluating the humanitarian and security-related situation
• A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
