1. Background
Borderless NGO is an independent nonprofit organization with a mission to create life-changing impact
on the lives of underprivileged children, youths, and women by harnessing the power of humanity across
borders.
We are dedicated to inspiring and empowering individuals by linking them to skills and experiences from
the global community. We believe that all individuals have the power to raise themselves out of any
situation; what is lacking however, are the motivation, know-how, and network.
Borderless NGO is keen on providing all necessary tools to help eradicate the exploitation of children,
youths and women from underprivileged societies, save them from the traps of modern day slavery, and
equip them with the means for a better future. We are very much aware of the complex weave that is
society; this is why we believe that our goals can only be achieved by extending our work to the entire
community. Our goal is to strengthen entire communities by making improvements to the existing socio-
economic fabrics that will benefit everyone.

2. Purpose of the Consultancy
The Financial Consultant will offer targeted technical assistance in budgeting, financial reporting, and
cost allocation strategies. This role is advisory in nature and designed to improve our readiness for new
funding opportunities and optimize current financial tools.

3. Scope of Work
The Consultant will be responsible for the following:

  • Reviewing and finalizing donor project budgets, ensuring accuracy, donor alignment, and internal consistency. At least two key budgets are expected to be reviewed and refined.
  • Revising or advising on donor financial reports, ensuring they meet the required formats and compliance standards, with zero major revisions requested by donors.
  • Providing recommendations on cost allocation strategies, especially in multi-donor or shared-cost environments.
  • Delivering a short advisory brief that outlines recommendations to improve financial sustainability and efficiency.
  • Designing or enhancing internal budget tracking templates using Excel or another accessible tool that can be used independently by program and admin staff.
  • Providing 1–2 brief coaching sessions or Q&A opportunities for relevant staff, particularly on budgeting, reporting, or donor compliance best practices.

4. Expected Outcomes: Key Performance Indicators (KPIs)
The consultancy will be considered successful if the following are achieved:

  • Budgets are submitted on time, with full alignment to donor requirements and no major corrections needed.
  • At least one financial report or reporting tool is improved and validated internally.
  • A clear, actionable advisory brief is submitted and discussed with senior management.
  • Internal budget tools are practical, editable, and adopted by staff.
  • Staff report increased clarity or confidence in budgeting/reporting through feedback on the coaching sessions.

4. Duration and Level of Effort
The consultancy will follow a month-to-month agreement, with an estimated 5 to 6 working days per
month, renewable based on mutual agreement and organizational need. The consultant will work
remotely or in hybrid mode, depending on availability and scope of tasks each month.

5. Reporting Line
The Financial Consultant will report directly to the Executive Director of Borderless NGO, with close
coordination from the Programs and Partnerships Lead.

6. Expected Outcomes and Key Performance Indicators (KPIs)
The consultancy will be assessed based on

  • Timely delivery of revised and donor-aligned budgets.
  • Improvements to financial reporting tools and templates, with zero major revisions required by donors.
  • Submission of clear, actionable recommendations to enhance financial sustainability.
  • Development of internal tools that are user-friendly and adopted by program/admin staff.
  • Positive staff feedback from coaching sessions or financial advisory support.

7. Payment Terms
A monthly consultancy fee will be agreed upon based on the estimated 5–6 working days per month.
Payment will be processed at the end of each month, upon submission of a brief timesheet and
confirmation of completed deliverables.

Consultant Application Package Should Include:

  • Technical Proposal (or Cover Letter/Expression of Interest)
  • A short document (1–2 pages) explaining:
  • Their understanding of the assignment
  • Relevant experience and qualifications
  • How they will approach the tasks (optional)
  • Availability (e.g., able to commit 5–6 days/month)

Financial Proposal (Fee Quote)

  • Their daily rate or monthly flat fee in USD
  • Whether the fee includes VAT or not
  • Any other expected costs (if applicable—most likely not in this case)
  • Updated CV
  • Highlighting relevant NGO, finance, or donor-related experience
  • Can be brief, but must show credibility

References (optional but ideal)

  • Name and contact of 1–2 references, preferably from NGOs or consultancy work

Optional:

  • Sample work (e.g., budget tools they’ve designed, anonymized reports)
  • Registration info if they are a registered individual consultant or company (e.g., MoF number, if applicable)

7. Qualifications and Experience Required

Advanced degree in finance, accounting, economics, or a related field.
Minimum 5 years of experience in NGO financial management or consultancy.
Strong familiarity with donor compliance requirements (e.g., UN agencies, EU, Canada Fund).
Excellent Excel and financial modeling skills.
Proven ability to communicate financial matters clearly to non-finance stakeholders.
High level of integrity, discretion, and professionalism.
