Time Basis: Full-time
Time Basis: Current to 31 March 2017 with possibility of extension (with 3 months’ probation period)
Location: Beirut
Compensation: Competitive based on previous experience
Project Overview
Through the British Policing Support Project (2016-19) the United Kingdom supports the Lebanese Internal Security Forces (ISF) to meet the challenges to Lebanon’s stability and public safety. Key strategic elements of the British Policing Support Project (BPSP) relate to mainstreaming a Community Policing model, improving internal and external accountability, enhancing Human Rights and building the capacity and professionalism of the ISF.
Role
The Finance Officer is responsible for managing all administrative and financial administrative responsibilities arising from BPSP implementation, ensuring compliance with BPSP guidelines and principles of integrity. The Finance Officer also line manages the Admin-Finance Support Officer and the Project Logistical Support Officer, and supports on human resources management.
Responsibilities and Accountabilities
The Finance Officer manages and is supported in their responsibilities by the Admin-Finance Support Officer and the Project Logistical Support Officer. The Finance Officer delegates work to these personnel according to their judgment while maintaining overall responsibility.
Finance
Maintain budgets, prepare financial analysis and reports, and report directly to the BPSP Project Manager and the UK Project Manager on financial management including financial planning and flagging potential issues.
Manage the BPSP bank accounts, liaising directly with Northern Ireland Cooperation Overseas (NI-CO) accounting and donors over fund transfers.
Ensure overall financial compliance with BPSP requirements, partner organisation requirements and donor requirements.
Ensure BPSP personnel and subcontractors understand what is required of them in terms of invoicing and other financial and administrative documentation.
Prepare and maintain accurate financial records to be presented to the NI-CO finance manager detailing project expenditures.
Ensure BPSP personnel and subcontractors are paid the correct amount in a timely manner.
File invoices and receipts and maintain accurate financial records and spreadsheets, in particular the electronic Petty Cash and Cheque Journals.
Scan and send all invoices and Project documentation to NI-CO at the end of every month, as per BPSP requirements.
Human Resources
Maintain a good relationship with BPSP stakeholders.
Support on orientation and briefing to all new team members and international personnel
Manage all administrative aspects related to leave entitlement and transport.
Administration and logistics
Support on the collection and organisation of data and documents arising from Project activities.
Manage logistical preparation for workshops, seminars, presentations, visiting missions, field trips, including liaising between stakeholders on times and dates.
Support Project Officer and Project Coordinators in their tasks and other BPSP personnel when required.
Undertake research into pricing of materials and services and basic due diligence, flagging particular issues arising from due diligence research to the Project Manager.
Support on subcontracting negotiations and drafting of contracts from a financial perspective.
Assist in monitoring project activities by reviewing a variety of records, including correspondence, reports, project inputs, budgets and financial expenditures, accounting for local spends in accordance with BPSP requirements. Prepare and file correspondence and materials relevant to the above.
Provide additional support to UK Project Manager on all financial matters as considered appropriate.
Essential Experience and Skills
Undergraduate degree in accountancy, finance, business management or related subjects, or five years’ relevant experience in similar role
Professional proficiency in Arabic and English.
Two years’ experience in financial administration or management.
Strong understanding of financial principles, processes and practices.
Strong organizational, project management and process improvement skills.
Experience of contributing to the preparation of management accounts.
Computer literate and especially highly proficient in the use of Microsoft Excel.
Experience managing own workload as well as others’.
Desirable Skills and Experience
Postgraduate diploma in financial management or related subject.
Proficiency in advanced financial management software.
Professional proficiency in French.
Experience in the field of security and justice reform.
