Animator Consultancy Services (2D Animation & Motion Graphics)

Purpose

The Animator will be responsible for conceptualizing, designing, and producing high-quality animated videos that visually communicate the activities, achievements, and impact of CARE International in Lebanon’s programs. The work will combine 2D animation and motion graphics techniques to create engaging and informative content that supports CARE’s communication objectives. The Animator will work closely with CARE’s Communications and Program teams to ensure the produced materials align with CARE’s brand guidelines, tone of voice, and messaging priorities.

The Animator must be able to work efficiently in a dynamic environment, producing impactful visuals that effectively convey the story and spirit of CARE International’s work.

Responsibilities and Tasks

 

  1. Concept Development and Planning
    • Participate in initial consultation meetings with CARE International’s Communications team to understand project goals, key messages, and target audiences.
    • Review existing communication materials, reports, and visual identity guidelines to ensure consistency with CARE’s branding and visual standards.
    • Develop and present creative concepts and visual approaches for each video, proposing animation styles (2D, motion graphics, illustrative, infographic-based, or hybrid)
    • Prepare a detailed production schedule and work plan, outlining stages of development, deliverables, and timelines for review and feedback.

 

  1. Pre-Production
    • Develop a creative treatment, detailed script, and storyboard for each of the 10 main videos, ensuring alignment with CARE’s key messaging.
    • Identify and design visual assets, icons, illustrations, and typography consistent with CARE’s brand guidelines.
    • Coordinate with the Communications team to integrate content such as statistics, maps, quotes, photos, and infographics.
    • Secure approval for all pre-production materials (treatment, script, and storyboard) before proceeding to the production phase.

 

  1. Production
    • Produce 10 high-quality animated videos using a combination of 2D animation and motion graphics, ensuring dynamic and engaging storytelling.
    • Animate characters, icons, text, and scenes to clearly convey project stories and results.
    • Integrate visual metaphors and symbolic design to express impact and humanitarian values.
    • Ensure smooth transitions, appropriate pacing, and professional timing for each sequence.
    • Incorporate branding elements, logos, and color palettes according to CARE International’s visual identity.

 

  1. Audio and Narration
    • Coordinate the integration of professional voiceovers in Arabic and/or English, ensuring clarity and alignment with video tone and content.
    • Select suitable background music and sound effects that complement the visuals and reinforce the intended message.
    • Adjust audio levels, synchronize sound with visuals, and ensure overall sound design quality meets broadcast and digital standards.

 

  1. Post-Production and Editing
    • Edit and finalize the 10 main videos (approximately 2–3 minutes each) and 10 short versions or trailers (30–60 seconds each) adapted for social media and promotional use.
    • Add subtitles, intro/outro titles, logos, and call-to-action messages as required.
    • Ensure all videos are color-corrected, visually balanced, and optimized for both online and offline use.
    • Produce multiple output formats (e.g., MP4, MOV, web-optimized, and high-resolution master files).
  2. Review and Quality Assurance
    • Share draft versions of each deliverable with CARE’s Communications team for review and feedback.
    • Incorporate all feedback and revisions promptly while maintaining deadlines
    • Ensure all animations comply with CARE’s communication and ethical standards, including data privacy and representation guidelines
    • Guarantee the highest quality of motion design, narrative flow, and visual storytelling.

 

  1. Delivery and Archiving
    • Deliver all approved videos and trailers in multiple resolutions and aspect ratios (e.g., 16:9, 9:16, and 1:1) suitable for different platforms (YouTube, Instagram, Facebook, websites, etc.).
    • Submit all working project files (including source files, layered compositions, and editable templates) to CARE International in Lebanon for archiving and potential future adaptation.
    • Provide a final summary report outlining the production process, challenges, recommendations, and a list of deliverables.

 

  1. Coordination and Reporting
    • Work under the direct supervision of the Communications Coordinator and Project Manager (or designated focal point) at CARE International in Lebanon.
    • Participate in regular coordination meetings (weekly or bi-weekly) to update on progress and receive feedback.
    • Collaborate closely with CARE’s program teams, external consultants, and partners when relevant to ensure content accuracy and consistency.
    • Ensure adherence to CARE’s timelines, quality standards, and confidentiality requirements.​​​​​​​

How to Apply

This Request for Proposal represents the requirements for an open and competitive process.

All vendors must provide written notification via email to procurement@careliban.org of their intent to participate, or not to participate in the bidding process by [January 12, 2026].

Proposals will be accepted until 4:00 PM (Beirut Time) [January 20, 2026], delivered via email solely to (procurement@careliban.org ), no later than the above specified date.

Any proposals received after this date and time will not be accepted. All proposals must be signed by an official agent or representative of the company submitting the proposal.

If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

All costs must be itemized to include an explanation of all fees and costs.

Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by the CARE legal department, and will include scope, budget, schedule, and other necessary items pertaining to the project

You must respond to every subsection including statement, question, and/or instruction without exception.

Any verbal information obtained from, or statements made by representatives of CARE shall not be construed as in any way amending this RFP. Only such corrections or addenda as are issued in writing by CARE to all RFP participants shall be official. CARE will not be responsible for verbal instructions
