With more than 65 years of experience and long-term presence in many of the world’s poorest and most vulnerable countries. CARE first established a mission in Lebanon in 2006 and in April 2013 further enhanced its presence in Lebanon in order to address needs of the refugee population and host communities due to the current situation. LEADERS project’s activities will all be centred around evidence based interventions in support of creating viable economic opportunities and wider local economic development initiatives. There are four pillars for these activities Targeted skills training and facilitate job placements for Vulnerable Lebanese and Syrian refugees, particularly youth and women Support to micro, small and medium enterprises (MSMEs) to innovate and scale-up market potential Engagement of local, national and regional stakeholders directly Strengthening economic development and service delivery at the local level in communities hosting refugees. With the support of the European Union’s Madad Trust Fund and the Regional Development and Protection Programme (RDPP), the LEADERS Consortium brings together the technical expertise and capacity of partners, including Danish Refugee Council (Consortium Lead), CARE, ACTED, Oxfam and the Makhzoumi Foundation. The overall intervention targets 250,000 individuals in Jordan and Lebanon. BACKGROUND LEADERS project’s activities will all be centred around evidence based interventions in support of creating viable economic opportunities and wider local economic development initiatives. There are four pillars for these activities Targeted skills training and facilitate job placements for Vulnerable Lebanese and Syrian refugees, particularly youth and women with the aim to improve access to sustainable income and reduce unemployment among vulnerable groups. Support to micro, small and medium enterprises (MSMEs) to innovate and scale-up market potential by improving their business development services, including through financial and technical inputs and market access. Engagement of local, national and regional stakeholders directly and through awareness campaigns to address the everyday market and regulatory barriers that restrict business potential and access to general employment opportunities for the poor (including regulatory barriers for Syrian refugees). Strengthening economic development and service delivery at the local level in communities hosting refugees. Through working with civil society, local government representatives and private sector LEADERS aims to strengthen capacity to plan, direct and implement development priorities in support of local investment and business stimulation. Inclusive dialogue with and between local and national stakeholders will encourage and support investment in local economies. The project will be focused on the regions of North (Tripoli) and Mount Lebanon (Metn) and Bekaa (Zahle and Baalbeck). All pillars of the project have potential to directly support both Lebanese and refugee communities into income opportunities. OBJECTIVES OF THE ACTIVITY Under this project, CARE International in Lebanon is accountable to provide targeted support to micro, small and medium enterprises to improve their economic viability and profitability through the provision of business development services and trainings which aim at enhancing the structure, management, market potential /access, capacity and quality of their services. CARE is responsible on the coverage of the area of Mount Lebanon & Tripoli. The targeted MSMES will be provided with an array of capacity building schemes. These trainings schemes include but are not limited to: trainings particularly dedicated to kitchens with focus on social kitchens, thematic business administration trainings, and one on one business mentoring sessions and lastly a scheme dedicated to providing intensive training for a limited number of entrepreneurs. THE OBJECTIVE OF THE THEMATIC TRANINGS To provide MSMEs with thematic business service delivery training packages to enterprises. The thematic training packages will focus on general business administration topics, these are to include but are not limited to: Human Resource Management, Procurement, Operations, Legal Support/ Counseling, Accounting and Financial Management. ACTIVITY IMPLEMENTATION STRATEGY CARE’s thematic trainings approach will be demand driven, problem solving focused and flexible. The capacity building program will address the needs and barriers faced by MSMEs in Tripoli and Mount Lebanon Area. The targeted MSMEs for this training will have an average of 5 to 30 employees. CARE will pilot the training curriculum with 3-4 enterprises to identify any needed amendments and modifications. After validation, a training program will be implemented with groups of 10 to 12 enterprises. It is expected that 4 training days will be provided over a period of 2 months. Trainings will be provided in groups’ session – no on the job training is envisaged. CARE expects to replicate this training on a demand basis. CARE may wish to hire several consultant/services providers. DURATION: The service provider will be awarded for four month with a start date of January 2016.
