CARE International in Lebanon (referred to as CIL) was first established in Lebanon in 2006 and relaunched its operations in 2013 in response to the Syrian crisis. Over the course of 7 years, it has supported over half a million beneficiaries delivering humanitarian and development assistance to both Lebanese and Syrian populations. These programs include basic assistance, NonFood items (NFIs), WASH, shelter, livelihoods and protection with a strong focus on gender and economic empowerment. Currently, CIL’s presence spans the North, Mount Lebanon and Tyre, South Lebanon as part of the WASH EC funded Consortium.

Lebanon, a country of estimated 6 million population residing within its boundaries is experiencing an unprecedented economic crisis compounded by a political crisis which has led to severe consequences for the poor and most vulnerable The shock waves unleashed by this crisis are rapidly plunging large segments of the population into poverty pushing demands for immediate basic needs assistance to levels unparalleled since the end of the civil war (1990). And if things could not get any worse, the COVID-19 global pandemic struck the country! What was a worsening crisis for some suddenly became a crisis within a crisis for all

CIL has developed a strategy to help address the impacts of this crisis on the most vulnerable population in Lebanon by Enabling Local Initiative (ELI). A key component will be the LINKs platform to strengthen the two-way network loop between people in need (PiN) – local service providers – and resources needed to support service provision. The platform will be targeting minimum of three target groups, some of them being from abroad. The target groups are local organizations, people in need and resource providers (institutional and individual donors residing in or outside Lebanon)

CIL is seeking a well-established and innovative local Web and Application development company, to design and develop the LINKs platform. To this end CIL invites any interested party that complies with the eligibility criteria below to submit an expression of interest (EoI), along with your company’s portfolio for the last five years, demonstrating your experience in building platforms, establishing systems and mechanisms to access and update information, and monitor and maintain the platform, and developing proven strategies for the sustainability of the platform Deadline for submission is by 12:00 pm on the 10th of March 2021.   

Applications are to be submitted in English and should have the title “LINKs platform Expression of Interest” reflected in the email subject.  Applications which do not use this title in the email may not be considered.

Following receipt of the EoI from applicants, CARE will shortlist the applications based on the strength of the description of their professional experience and approach to implementing the key responsibilities of the Scope of Work (SoW).  Shortlisted candidates will be interviewed, a further assessment carried out and final selection of the successful candidate taken.
