Background Building on core Shelter, WASH, and Livelihood programs, CARE has developed an urban-specific community-based approach in Lebanon to improve the living conditions of vulnerable refugee and host communities. The One Neighborhood Approach considers whole neighborhoods as an ‘entry point’ for assistance. Interventions target extremely vulnerable families (refugees and host community members) living in risky conditions in poor neighborhoods by providing integrated assistance to address vital needs, protection issues and health and safety risks. Activities target both Syrian refugees and vulnerable Lebanese host communities in order to improve the sub-standard living conditions of families at risk and to facilitate community engagement and social stability. CiL also works on large infrastructure projects, making sure the quality and quantity of residents’ drinking water is improved, engaging through local partners in planning and implementing its programs. CARE has developed a strong MEAL unit over the past 3 years of operating in Lebanon. It has focused on making learning from its program a standard practice. The team consists of a MEAL manager, 2 senior officers, 1 field officer, feedback and complaint assistant, and IM and database officer. 2. Scope of work / role The MEAL specialist will work with the team and DCD-P to achieve these specific goals: Support MEAL team providing technical expertise when needed Ensure all new projects have M&E frameworks, log frames are viewed and approved, and M&E project plans in place Lead on internal/external support on indicator reporting through maintaining internal dashboards, providing data to projects on achievements, externally for donor reports, and activity info reporting. Feed into any project proposals by designing logframes and/or leading on any needs assessments Manage project learning through support MEAL team on internal lessons learned and managing external consultancies Produce periodic M&E reports for internal and external stakeholders to ensure programs have accurate and useful data to inform project development. Provide MEAL training for partners and CO staff 3. Outputs Training sessions with training material with partners and CiL team MEAL framework for and updated M&E plans for all projects Updated project dashboards Project reports as requested 4. Qualifications Minimum qualifications required: Master degree in a relevant field: social sciences, public administration, gender studies, political sciences or development studies. The candidate should have at least 5 years of experience in M&E of humanitarian and/or development projects Proven skills in partnership building, influencing and negotiating with a range of actors. Have worked in urban contexts before Fluent in English and preferably Arabic 5. The Consultant should submit a detailed proposal with the following components: a) Technical proposal to include: A brief proposal demonstrating the approach, methodology and timeline that will be used throughout the process Copy of the CV demonstrating previous experience with focus on relevant/similar assignment; Contact of three references; Copy of newly issued judgmental record; Copy of ID b) Financial proposal detailing the following: Itemized consultant’s fees and costs - consultant should indicate professional daily rate, transportation, and miscellaneous expenses. Note that only budgets in US Dollars will be accepted. Provide proof of Ministry of Finance registration (Fiscal number). In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate. Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
