CARE Overview
CARE has been operating in Lebanon since 2006 and began responding to the Syrian crisis in late 2012.
CARE’s mission is centered on putting people first by implementing innovative and effective programming in the areas it serves. Currently, CARE operates in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. Our programs cover both emergency and development
sectors, including livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. We target the most vulnerable populations, including both host communities and refugees.
Over the past seven years, CARE has supported over half a million beneficiaries.
Looking forward, CARE Lebanon’s program strategy will focus on strengthening and expanding emergency response capacity, providing essential services, and pursuing development projects in food security, livelihood support, WASH, Shelter, gender, and protection. We aim to maintain our presence in all areas of Lebanon. CARE Lebanon has grown rapidly, with over 15 local and international partner organizations. About 95% of our team is composed of national staff.
Scope of work:
The selected contractor will be responsible for the rehabilitation of the water network of the water tanks, along with all necessary accessories and fittings. The specific requirements include:
1) Coordination
The Contractor shall maintain close coordination with CARE, Beqaa water establishment and Municipality
2) Implementation
The implementation should align with the specification inserted in the BoQ. Any change or challenge should be directly reported to the technical engineer.
3) Visibility
Prepare a signboard with all relevant logos after coordinating with CARE communication team

This Request for Proposal represents the requirements for an open and competitive process.
All vendors must provide written notification via email to procurement@careliban.org of their intent to participate, or not to participate in the bidding process by [MAY 26, 2025].
Proposals will be accepted until 5:00 PM [JUNE 03, 2025], delivered via email solely to procurement@careliban.org , no later than the above specified date.
Site Visit:
Contractors interested in submitting a proposal and requiring a site visit may join the scheduled visit on 29 May 2025, accompanied by CARE’s engineer. Please note that the site visit will take place on this date only; no alternative dates will be offered. To confirm attendance, please contact Jinan Homayra at jinane.homayra@careliban.org .
Any proposals received after this date and time will not be accepted. All proposals must be signed by an official agent or representative of the company submitting the proposal.
If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.
All costs must be itemized to include an explanation of all fees and costs.
Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by the CARE legal department, and will include scope, budget, schedule, and other necessary items pertaining to the project.
You must respond to every subsection including statement, question, and/or instruction without exception.
Any verbal information obtained from, or statements made by representatives of CARE shall not be construed as in any way amending this RFP. Only such corrections or addenda as are issued in writing by CARE to all RFP participants shall be official. CARE will not be responsible for verbal instructions.
