Overview
CARE International in Lebanon is implementing agricultural recovery and resilience initiatives in conflict-affected and climate-vulnerable areas. To ensure smooth field operations and effective logistical support across project locations, CARE seeks to engage three (3) Backup Drivers on a daily consultant basis. Each driver will be assigned to one of the following areas in South Lebanon: Bint Jbeil, Hasbaya, and Nabatiyeh.
The Backup Drivers will support the project team with safe and timely transportation during field visits, monitoring activities, and community engagements, ensuring uninterrupted mobility and operational efficiency across the designated areas
Objectives
The objective of this assignment is to ensure consistent, safe, and efficient transportation support for CARE’s field operations in South Lebanon. CARE seeks to engage three (3) Backup Drivers, each assigned to one of the following areas: Bint Jbeil, Hasbaya, and Nabatiyeh. The drivers will work Monday to Friday and will be responsible for providing transportation support within their designated geographic area.
Each driver will cover all field movements required in their assigned location, supporting CARE staff during field missions, monitoring visits, beneficiary follow-ups, and other operational needs. Additionally, drivers may be requested on an occasional basis during weekends or public holidays to respond to urgent transportation requirements, as needed. This arrangement ensures uninterrupted access to project sites and supports the timely and effective implementation of program activities.
JOB RESPONSIBILITIES
1. Daily Transportation
o Provide safe and reliable transportation for CARE staff within their assigned geographic area (Bint Jbeil, Hasbaya, or Nabatiyeh) from Monday to Friday.
o Support staff during field missions, monitoring visits, follow-ups, meetings, and other operational activities.
2. Vehicle Management and Safety
o Ensure that vehicles are maintained in good working condition, clean, and fueled before each trip.
o Adhere strictly to road safety rules and CARE’s transportation guidelines.
o Report any vehicle issues, accidents, or damage immediately to the supervisor.
3. On-Call Support
o Be available on an occasional basis during weekends or public holidays to respond to urgent transportation needs, as required.
4. Documentation and Reporting
o Maintain accurate records of trips, mileage, fuel consumption, and any incidents.
o Submit monthly reports on vehicle usage and any operational issues to the supervisor.
5. Coordination and Communication
o Coordinate with CARE field teams to plan daily routes efficiently.
o Communicate any delays or challenges promptly to the supervisor to minimize disruption of activities.
6. Other Duties
o Perform any additional driving or logistics-related tasks as requested by CARE management in line with the driver’s role.
Profile
The ideal candidates should meet the following requirements:
1. Experience:
o Possess a valid driving license for at least 5 years suitable for the assigned vehicle type.
o Familiarity with the roads and routes within their designated location (Bint Jbeil, Hasbaya, or Nabatiyeh) is required.
o Basic vehicle maintenance skills, including the ability to troubleshoot minor issues (e.g., jump-starting a battery, checking tire pressure, refueling, changing a flat tire).
o Ability to read and write in both Arabic and English to maintain trip logs, reports, and communicate effectively with staff.
2. Skills and Competencies
o Strong knowledge of traffic rules and road safety practices.
o Ability to navigate efficiently within the assigned location.
o Reliable, punctual, and responsible with a strong work ethic.
o Good communication skills and ability to coordinate with field teams.
o Ability to handle occasional on-call requests during weekends or public holidays.
3. Personal Attributes
o Trustworthy, with high integrity and professionalism.
o Flexible and able to adapt to changing schedules or operational needs.
o Physically fit and capable of driving for extended periods in varied terrain conditions.
Vehicle and Resources Provided
• CARE International will provide each selected driver with a vehicle and a fuel card for official project-related use.
• The assigned vehicle and fuel card are to be used exclusively for CARE missions and activities.
• Drivers are responsible for maintaining the vehicle in good condition, reporting any damage or issues promptly, and ensuring proper and authorized use of fuel and other resources.
Working Hours / Duration
• The drivers will work Monday to Friday, from 08:00 AM to 05:00 PM.
• Drivers may be requested on an occasional basis during weekends or public holidays to respond to urgent transportation needs, as required.
• This schedule ensures consistent support for CARE’s field operations while maintaining flexibility for unforeseen operational requirements.
Contractual Status / Terms of Engagement
• This assignment is on a consultancy basis and does not constitute CARE staff employment.
• The selected driver will receive a daily consultancy rate for the services provided, as agreed in the contract.
• CARE will not provide any staff benefits, including but not limited to NSSF contributions, end-of-service indemnity, annual leave, transportation, health insurance, or other entitlements applicable to CARE employees.
• The driver is responsible for their own taxes, insurance, and any other personal obligations arising from this consultancy engagement.
• The driver will be considered a consultant/vendor, and this engagement is strictly for the purpose of providing the assigned driving services to CARE.

Selection Criteria
The selection of the Backup Drivers will be based on the following criteria:
1. Technical Criteria – 80%
o Possess a valid driving license for at least 5 years suitable for the assigned vehicle type.
o Familiarity with the roads and routes within their designated location (Bint Jbeil, Hasbaya, or Nabatiyeh).
o Basic vehicle maintenance skills, including the ability to troubleshoot minor issues (e.g., jump-starting a battery, checking tire pressure, refueling, changing a flat tire).
o Ability to read and write in both Arabic and English to maintain trip logs, reports, and communicate effectively with staff.
2. Financial Criteria – 20%
o Competitive and reasonable daily consultancy rate submitted by the candidate.
o Cost-effectiveness in alignment with CARE’s procurement policy.
The final selection will be based on a combined technical and financial evaluation, giving 80% weight to technical criteria and 20% weight to the financial proposal
Financial / Contractual Notes
• The proposed daily consultancy rate should be inclusive of all costs, as CARE will not provide any employee perks or benefits under this consultancy agreement (e.g., NSSF, end-of-service indemnity, health insurance, or leave).
• For bidders without a valid MOF registration number, a 8.5% deduction will be applied to the proposed daily rate, in accordance with local regulations.
