Terms of Reference
CARE is seeking a senior-level Capacity Building Expert to design and conduct capacity assessment three local non-profit partners. Interested consultants should have extensive experience working in programmatic and operational roles within non-profit organisations. He/she must have experience designing programmatic and organizational strategies, as well as proven experience in similar capacity assessments for non-profit organisations.
In collaboration with CARE Project Manager, the consultant will design and implement a two-day workshop to assess the capacities of the three local partners. Prior to the workshop, the consultant will meet each partner for 2-3 hours. After the workshop, the consultant will draft a report to describe both the common and individual needs of the organizations. Any developed material will be the property of CARE International in Lebanon.
For consideration, the consultant will have expertise in the following areas:
- Project management (specifically in non-profit organisations)
- Local economic development and livelihoods (Experience with MSME support; entrepreneurship and vocational training is a plus)
- Capacity assessment and capacity building
- Workshop design and implementation
- Report writing
Deliverables
- Three (3 hour) meetings with local partners and a typed transcription of the capacity building needs found in these meetings.
- A two-day workshop for capacity assessment
- A final report that includes:
- Each of the three organizations’ individual capacity building needs.
- The common capacity building needs amongst the three organizations.
- A tool to follow up with the three partners based on the above needs.
Timeframe
Design the workshop with CARE PM + Meetings with local partners
Implementation (2-day workshop with the Non-Profit Management Consultant)
Submission of final report
By April 15
