Community Mobilization Officer

Job Summary: This position aims to strengthen CARE’s community mobilization capacities across all activities entailing community engagement and lead shelter awareness sessions.  Detailed Responsibilities & Tasks; Responsibility #1: Project Implementation Contribute to the overall project implementation as per donor agreement and CARE guidelines. Support the Partner Liaison - Urban Development in the development of the project strategy/methodology. Follow up on the established workplan, in line with donor agreement and under the supervision of the line manager. Organize and implement community-level activities, including community meetings, capacity building, awareness raising campaigns, mass communication, focus groups, etc. Mobilize grass-root organizations and beneficiary groups relevant to the project implementation, and facilitate the development of local community networks. Follow the security rules to ensure security on-site.   Responsibility #2 : Liaison   Work closely with partner organizations, local government entities, and beneficiary groups to foster adequate community participation in the activities.  Liaise with other project departments and give support when needed. Liaise with external actors (local authorities, national/international NGOs, etc.) and ensure participation in inter-agency forums as appropriate.   Attend and represent CIL in the field Responsibility #3 : Logistic & administration Ensure the follow-up and the proper use of materials, tools and assets during the activities; Ensure compliance with CARE administrative and logistical procedures relevant to the activities (procurement, transportation, etc.). Responsibility #4 : Reporting Collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats; Report immediately any delay, problem or other relevant information to the Partner Liaison - Urban Development. Submit weekly work plan to the line manager Competencies; Strong capacity to build partnerships and to work with local partner organizations and local government. Sound knowledge of community mobilization practices with a focus on  Shelter. Sensitivity to the needs and priorities of crisis-affected populations. Knowledge of how to integrate gender and diversity in community mobilization. Understanding of the Lebanese socio-economic context with a focus on the Syrian crisis. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect. Ability to work under pressure. Ability to manage sensitive and confidential information. Ability to self – manage on a technical level and to take the initiative in daily ops Very good coordination skills
