Care international in Lebanon (CiL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, Protection, and longer term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.
The Community Mobilization Officer will be based in the Tyre office to facilitate and take part in the implementation process of a new water supply project in South Lebanon. This project is part of a consortium with activities that includes rehabilitation of large WASH infrastructure and capacity building to local institutions.
This position will be responsible for all social activities under the Madad project in South Lebanon Governorate in coordination with South Lebanon Water Establishment (SLWE) and local municipalities. These activities aim at conducting survey assessments in targeted localities to better understand residents’ perception and preferences for the water services. Findings of these assessments will form the basis for identification of the right tools and communication means and strategies to proceed with conducting awareness campaigns to promote water conservation & cost recovery principles and increase the trust between citizens and the pubic water service. The Community Mobilization Officer will take the lead on planning, implementation and follow-up of these activities and will report directly to the Project Manager. His/her duties will include setting up, managing and organizing the community-mobilization team/enumerators, formulate plans & follow up on their implementation, analyzing survey-data, drafting regular reports on the activities, identifying and working with the key stakeholders, liaising with the relevant authorities. Besides the Community Mobilization Officer will take part in facilitating the M&E process to measure performance and overall achievement of project activities.

Education & Certification:
BS in Anthropology or Social Sciences or equivalent.
Minimum Education Level:
Bachelor’s degree
Proven Experience:
At least 3 years’ experience working with an NGO, UN, local organizations and/or donor community at a senior level in the domain of WASH including a minimum of 2 years’ experience in a similar project.
Familiarity with data collection and analysis

Detailed Responsibilities & Tasks
Responsibility #1: Project Implementation
- Contribute to the overall project implementation as per donor agreement and CARE guidelines.
- Take the lead in drafting a work plan for the community-level outreach activities in-line with the overall project work plan, follow-up its implementation, review achievement and constraints and provide feedback accordingly;
- Support the WASH PM in the development of the project strategy/methodology
- Implementation of the required surveys under this project being a baseline survey and WE’s customer surveys in targeted municipalities
- Collect and analyze field reports and surveys results.
- Design and lead implementation of the awareness campaigns, mass communication and focus group discussions in the targeted municipalities in line with the project’s objectives and findings of the surveys.
- In consultation with the Project Manager, take part in coordinating logistic means for activities related to the project.
- Assist Project Manager in preparing inception reports, work plans and regular donor progress and impact reports for the program as might be required.
- Assistance in preparation of MoU with communities / agreements with beneficiaries
- Ensure maximum visibility of CARE’s actions amongst the beneficiary communities;
- Ensure adequate periodic reporting on ongoing activities to the project manager.
- Participate in inter-NGO Coordination meetings and attendance of consortium meetings upon request of the management.
- Observe CIL security rules to ensure security on-site.
Responsibility #2: Liaison
- Work closely with partner organizations, local government entities (SLWE and municipalities), and beneficiary groups to foster adequate community participation in the activities.
- Coordinate the collaboration with local associations as deemed necessary
- Communicate permanently with target communities
- Liaise with other project departments and give support when needed.
- Liaise with external actors (local authorities, national/international NGOs, etc.) and ensure participation in inter-agency forums as appropriate.
Responsibility #3: Representation and Coordination
- Represent CIL at local, regional and national level in regard to meetings with donors, stakeholder and other relevant actors as might be requested
- In consultation with your line manager, coordinate project activities with other actors and stakeholders in the program area.
- Maintain healthy relationships with government institutions including the ministry, WE, municipality and cooperating organizations through regular contacts, visits and fulfilment of project requirements
- Ensure the follow-up and the proper use of materials, tools and assets during the activities;
- Ensure compliance with CARE administrative and logistical procedures relevant to the activities (procurement, transportation, etc.).
Responsibility #4: Program Quality and Learning
- Support the M&E system for this Project and ensure it is implemented effectively
- Working with consultants that are contracted to carry out surveys and studies planning purposes or evaluating project effects and impacts. This will include informing and joining external supervision or evaluation missions and providing direct knowledge of the situation in the field during such exercises where needed.
- Collect, analyze and report on project data at input, output and outcome levels
- Designing and maintaining an up-to-date database for tracking quantitative data progressively as project implementation progresses to support the regular reporting.
- Manage data collection tools and reporting formats with technical support from CIL M&E unit based on the requirements of CIL, donors and other stakeholder reporting requirements.
- Undertaking regular visits to the field to support implementation of M&E activities like the routine data collection and support participatory review meetings with communities.
