1. Purpose
CARE is currently seeking a dynamic expert who will lead the contextualization and operationalization of the Economic Empowerment Sector Strategy for the Country Office. The position will lead the design of innovative and practical economic empowerment programs and builds on CiL’s experience in food systems, market systems, agricultural livelihoods, value chain interventions, SME and cooperative support, and food and agricultural skills building approaches that focus on local markets. Experience in Agricultural/Rural Development Programming including the support to farmers and cooperatives through value chai interventions is a core added value. Experience in food security through in-kind or cash-based interventions is also an added value.
This position is based in the Beirut office and will support CARE’s direct and indirect implementation through the timely and quality support to the program implementation teams and partners to ensure targeted high-quality delivery and impact.

4. Specific Duties and Responsibilities
JOB RESPONSIBILITY #1: Support Program Leadership
- Technically support the Director of Program Implementation and Project Managers in the implementation of CiL’s economic empowerment programming with especial attention to the quality of the activities, complementarity, compliance with national standards, donor guidelines, and the CO overall sector strategy.
- Provide technical support to partners and staff to carry out the activities in accordance to the agreed timeline and standards.
- Conduct regular field monitoring visits to provide support to partners including coaching and trainings in coordination with the relevant Project Managers.
- Oversee programmatic reports for donor, government and the country office as required. This will involve compiling of information from a range of program and financial staff and working in teams to produce reports.
JOB RESPONSIBILITY #2: New Business Development
- Provide technical lead to relevant new proposal and business development opportunities as elaborated with the Program Development Team, as well as, provide support to other thematic interventions where required.
- Keep up to date of relevant existing and new research in Lebanon that is related to economic empowerment, food security and livelihoods, food systems and agriculture, and the labor and entrepreneurship environment and disseminate key information as appropriate.
JOB RESPONSIBILITY #3: Program Strategy and Quality
- Lead the contextualization and operationalization of the Economic Empowerment Strategy
- Lead regular planning and reflection sessions with the relevant project teams and partners, as well as any other relevant stakeholder.
- Coordinate the necessary market assessments, needs assessment, value chain assessments, gap analysis and scoping exercises to redefine CARE’s priority interventions and strategic planning in the Lebanese context in collaboration with MEAL Team.
- Ensure that lessons learned from previous and on-going agricultural development interventions are well disseminated and integrated with CiL.
- Oversee the implementation and maintenance of the relevant M&E tools and frameworks.
Responsibility #4: External Representation
- Establish positive relations and close collaboration with other agencies involved in economic development & agriculture and food systems programs in Lebanon
- Ensures information is efficiently communicated between the field and the national coordination groups.
- Represent CiL in sectoral coordination at regional, national and sub-national levels and with the technical authorities
- In close collaboration with interagency sector coordination units, ensure CARE representation in the relevant technical coordination and forums at the field level and vis-à-vis relevant actors as relevant to the project

5. Qualifications / special skills or knowledge
a. Skills & knowledge:
- Experience in both emergency and development contexts, preferably with solid experience in rural economic development programming: Agricultural Development Programming; Food systems; Agricultural value chain intervention; SME Development and Entrepreneurship (farms and cooperatives); Food security and agricultural livelihoods Cash and Voucher Assistance, as well as women economic empowerment.
- Extensive knowledge in proposal development and donors’ trends
- Extensive experience interacting with and relating to technical professionals and international stakeholders at senior level.
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
- Motivated self-starter who enjoys working in a collaborative and international environment
b. Experience:
At least 5-10 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on development and humanitarian programming in the Middle East
c. Academic background:
Master’s Degree in associated discipline preferred including for example: agronomics, rural economics, development studies, agriculture, etc.
- Languages: English and/ or Arabic are the working language of CARE International in Lebanon. Any knowledge of other languages is an asset.
6. Other contract elements
Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
Any extension of this contract is dependent on performance review and budget availability.
