CARE International in Lebanon (CIL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. Launched in September 1st, 2018, the 2 years´ multi-country project “Strengthening access to protection, participation and services for women refugees, internally displaced people IDPs and host communities” is funded by the European Union Regional Trust Fund in Response to the Syrian Crisis, the EU “MADAD” Fund. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs as well as for women in the host communities in Lebanon. To address the multi-layered repercussions of the protracted refugee crises on women and girls, a consortium with credible and experienced national and international organizations was formed. In Lebanon the consortia is formed of EuroMed Feminist Initiative (EFI) , Care International Lebanon (CIL), Legal Action Worldwide (LAW) and Lebanese Women Democratic Gathering (RDFL).
This position aims to ensure a smooth and timely implementation of CARE’s SDC upgrades as per national standard operation procedures, donor agreement and CARE guidelines, under the supervision of the PM.
Key ResponsibilitiesSDC upgrades assessment
- In coordination with project staff, visit all 12 SDCs to assess rehab needs, suggest improvements and ways to mobilize space to improve centers conditions.
- In coordination with SDC directors and project staff assess the SDCs needs of furniture (desks, waiting areas furniture, chairs...etc.)
- Develop all BOQs and TORs for center upgrades and furniture needs
- In Liaison of project team, identify best 3 spaces to establish youth friendly space and develop BOQs and TORs accordingly.
- In coordination with project manager, launch National tender for rehab and upgrades work for centers.
- Follow up with procurement department when needed to follow up on tender.
- Ensure the follow-up and the proper use of materials, tools and assets during the activities
- Set technical standards for bidding contractors
- Review and assess technical capacities of bidders through bidding process
- Ensure compliance with CARE administrative and logistical procedures relevant to the HP activities (procurement, transport, etc.).
SDC upgrades implementation, reporting, and monitoring
- Ensure that quality standards of work and materials are respected as per the agreed standards and specifications
- Work closely with the local authorities and SDCs to ensure that the facilities built or rehabilitated are correctly operated and maintained after completion of works.
- Ensure that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner. Establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe
- Advice and counsel eligible solution for rehab work, oversees variation and processing, recommends approval or disapproval to the change orders on the original scope of work.
- Make sure all the documents related to the projects are complete are accurate
- Provide weekly reports to the project manager on the implantation of activities and report any challenge
- Schedule and organize meetings with implementing partners and contractors to discuss progress and challenges
- Collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats;
- Prepare clear and concise reports and keep accurate records and documentation.
- Collect data on the as built materials and make sure all quantitative reports are accurate and up to date.
- Prepare all site inspection reports as per the “as built” materials.
- Report immediately any delay, problem or other relevant information to the Project Manager
- Experience in working for the humanitarian/development sector
- Knowledge of construction, housing, water, sanitation national standards and common practices in Lebanon.
- Experience in working site supervision or monitoring in small to medium-scale construction works (house hold level, building level and community infrastructure level).
- Proven technical knowledge of construction procedures, from technical assessments to BoQ development, project design to execution, monitoring of works, evaluation and hand-over.
- Ability to problem solve, work well and coordinate with local contractors on the site and ensure a smooth and timely delivery of the proposed works
- Ability to build strong, credible relationships with partner staff, beneficiary groups, international and local NGOs, local authorities and communities
- Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
- Excellent teamwork skills, in cooperation with members of other teams and of partner organizations, responding quickly and accurately to queries and issues.
- Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s network.
- Proven commitment to Child Safeguarding and Protection from Sexual Exploitation and Abuse
Familiarity with MS Office software; AutoCAD, Primavera.
Desirable: Working knowledge of engineering design software (e.g. WaterCAD, EPANET).
