CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1945, it is now a confederation composed of 14 members. In 2013, CARE worked in 87 countries around the world, supporting development and humanitarian aid projects to reach more than 97 million people. CARE has developed a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled their homes. CARE International in Lebanon was first established in Lebanon during the 2006 war and resumed its activity in April 2013 to response to the Syrian Crisis and influx of refugees as well as to support the affected local communities. As of today CARE International in Lebanon works in WASH (Water, Sanitation and Hygiene) in the Bekaa, North Lebanon, Mount Lebanon and South Lebanon Governorates.
2. Summary of assignment
CARE is in the process of selecting 10 to 15 drinking water supply interventions in the framework of our current WASH project. Those interventions comprise of small-scale rehabilitation, upgrade or expansion of existing public water supply infrastructure. The interventions are located in Tripoli and T-5, Chouf district and Saida district, in urban settings and in rural settings.
The interventions CARE has preselected include the following technical components:
Resizing, replacement, and extension of water supply mains;
Construction of ground-level water reservoirs;
Rehabilitation and equipment of boreholes;
Installation of chlorination units at boreholes.
The Consultant, with the support of CARE team, shall:
a. Review the existing technical documentation and data provided by CARE. This will require desk-based study as well as site visits. Meetings with technical departments of Municipalities and Water Establishments might exceptionally occur. The Consultant shall advise CARE on which of the existing technical documentation and data require further study, and on which additional data and studies are required in order to deliver a Detailed Engineering Design.
b. Plan and carry out such study through all appropriate site visits, technical investigations and calculations in order to provide the missing technical documents to feed into the Detailed Engineering Design.
c. Carry out all appropriate market research to estimate the prices of all the items comprised in the Bills of Quantities (BoQ).
3. Expected deliverables
The Consultant shall deliver a Detailed Engineering Design for each of the selected interventions. The Detailed Engineering Design is based on available data from the Municipalities and Water Establishments and on appropriate surveys, assessments and data collection carried out by the Consultant with the support of CARE team, in cooperation with the relevant authorities whenever applicable. The design needs to be supported by calculations and all design parameters need to be defined. Reference to Lebanese standards and specifications needs to be explicitly mentioned wherever available.
The Detailed Engineering Design shall include:
Technical drawings at appropriate scale, displaying all the intervention components (structural, mechanical, etc).
Priced Bill of Quantities – each BoQ item shall be priced as per technical specifications (materials, work, etc); CARE might ask the Consultant to produce a price analysis or matrix of the key BoQ items; the Consultant shall keep the number of ‘lump sum’ items to the minimum;
Detailed technical specifications of all BoQ items – that also includes testing, commissioning and handover procedures;
Timeline for procurement, construction, commissioning and handover;
Any additional information as the Consultant deems necessary, such as environmental protection, health and safety, or interference with existing utilities (sewers, electricity, etc).
4. Duration of the Assignment
The duration of the assignment will be 15 full-time working days (Monday to Friday). The timeframe will be as short as possible, indicatively 3 working weeks. The timeframe will not exceed 2 months as a maximum. CARE will communicate the workplan to the Consultant upon selection of the applicant, and will consider such workplan as binding part in the contract. Any extension or reduction of the total duration of the assignment will need to be discussed with and approved by CARE in writing. Start of assignment: as soon as possible.
The Consultant will have full access to CARE offices in Tripoli, Beirut and Chouf according to the needs for the duration of the assignment. Due to the urgent nature of the work, the Consultant is expected to advance on the assignment outside CARE working hours and outside CARE working days if the need arises. CARE will consider the assignment as complete upon submission of the deliverables in Section 3 above by the Consultant and upon written approval by CARE. Any expertise or technical investigations required to achieve the expected deliverables (e.g. topographical, geotechnical, mechanical, etc) will be provided by the Consultant as part of the contract within the established timeframe, at no additional cost for CARE.
The Consultant shall operate in close collaboration with CARE team. However, in addition to regular verbal communication, he/she shall:
Report to CARE by email twice a week as a minimum on the advancement of the assignment – written communication will overrule verbal communication in case of any discrepancies;
Share with CARE partial deliverables on a regular basis throughout the duration of the assignment;
Submit all deliverables in English.
By the end of the assignment, the Consultant will deliver 2 hard copies as well as 2 soft copies of all deliverables in a format requested by CARE (indicatively, PDF and CAD).
Financial information is considered as strictly confidential. The Consultant shall disclose any actual or estimated prices of any BoQ items or group of items, as well as the priced BoQ in its entirety, exclusively to the CARE person which CARE will indicate at the start of the assignment.
All the deliverables in the framework of this assignment will be CARE’s exclusive property. The Consultant commits to the highest levels of professional conduct.
5. Applicant’s Requirements
ExpErienee:
Minimum 5 years as a design engineer in consultancy firms or as an independent consultant.
Demonstrable track record in the successful delivery of similar design projects in Lebanon, with a focus on the components mentioned in Section 2 above.
Know-how:
Operational knowledge of Lebanese engineering regulations and good practices.
Fluent in spoken and written English.
Capable to report verbally and in writing concisely and clearly.
