Field Officer

CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1945, it is now a confederation composed of 14 members. In 2013, CARE worked in 87 countries around the world, supporting development and humanitarian aid projects to reach more than 97 million people. CARE has developed a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled their homes. CARE International in Lebanon was first established in Lebanon during the 2006 war and resumed its activity in April 2013 to response to the Syrian Crisis and influx of refugees as well as to support the affected local communities. Today CARE works in WASH and basic assistance in Bekaa, North and Mount Lebanon Governorates. The Field Officer will be based in Mount Lebanon field Office currently located in Siblin.  S/he will support the Project Manager for all matters related to the implementation of the multipurpose cash transfer program in Mount Lebanon.       1.       Project implementation Support the identification and targeting of beneficiaries in line with the methodology set for the Program under the Project Manager (PM) supervision Ensure the collection and consolidation of referrals from relevant actors and the development of a diversified focal points network in coordination with the PM Implement the pre-selection process as per agreed standards and line manage the team in charge of collecting the data Implement the household assessment process as per agreed standards and line manage the enumerator team Ensure adequate line management and capacity building of the assessments team leaders and their respective enumerators team  Liaise with the data management assistant to ensure necessary support and solve technical issues during data collection exercises Liaise with the data management assistant to ensure data quality control and implement/request necessary training to improve quality if necessary Ensure that enumerator team have the adequate hand out and hotline numbers of partners working in the area to facilitate self-referral and information dissemination among affected communities Collect feedback from the enumerator team and ensure necessary referrals are made (to protection partners mainly) when necessary Support the PM for the organization and preparation of the cash distribution and transfers in liaison with the relevant support staff (site preparation, beneficiary list, handouts, information session preparation and training etc.) Actively support the M&E team/ implementation of the M&E activities as per agreed work plan Ensure that gender, environment, and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities           2  .       Coordination & Representation   Actively support the PM in order to develop and enhance CARE’s focal point networks to ensure adequate referrals, especially in new areas of intervention Support the PM in the organization of field visits by donors, peer agencies, CARE Members, Media etc. Support the PM in the coordination effort to avoid duplication and inform relevant stakeholders about CARE’s multi-purpose cash program 3.       Information management, filing & reporting Ensure that the proper supporting documents are available and used during project implementation in line with donors’ requirements and CARE’s compliance rules Ensure regular update of the PM on activities’ implementation and difficulties encountered Ensure information sharing of the data management assistant and in his/her absence ensure the necessary update of the assessment and beneficiary data base as per agreed format The Field Officer can also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.    Qualification & Experience: Bachelor Degree or equivalent Previous experience in relevant positions on the field and with NGOs Previous experience in distributions and household assessments/data collection Good understanding of humanitarian principles and accountability Good understanding of the project cycle Familiarity with the Lebanese humanitarian context and the Syrian crisis Knowledge and facility with standard office computer systems and software Excellent knowledge in Excel and facility with other standard office computer systems and software. Knowledge in IT required Desirable Previous experience with Cash based interventions Knowledge of the Area of Chouf, Aley and Saida
